One of the important reason of these problems is the lack of seeking design basis that calls the briefing. They are analyzed as the problems briefing has to solve. The article studys classic briefing theories and points the deficiency, and bring the operational research methods and systematic methods into briefing. This article brings the selecting theory into values selection, and discusses the briefing tools and management. It uses the system model method to solving operation problems, and establishes four kinds of briefing models.
