With the rapid development of social economy and increasing levels of urban modernization, all kinds of emergencies have enormous influences on urban functions. Some unexpected events will seriously affect the life safety of the public, such as earthquakes, tsunamis, gas leak. When natural disasters, accidents, public health incidents and social security incident occur, a key work of the emergency response is effective evacuation of the affected staff and timely dispatch of emergency vehicles. These measures can prevent the further expand and decrease losses of disasters.Based on the operational aspect of road network, using the system theory, this paper proposed two-way emergency evacuation route planning model relying on traffic control because the most existing models for urban emergency evacuation is single-objective optimization. Considering the uncertainties in the vehicle recovery process,this paper also developes an integrated model that can assist emergency response fleet dispatchers in managing the fleet. This model can help reduce the response time and improve service level.During the Emergency disposal process, the dispatch of emergency vehicles is affected by multiple factors such as the road traffic situation, the emergency needs. This paper strives to select proper retrieval depots, determine emergency vehicle quantity, arrange transportation routes, meet the needs of emergency point as much as possible within a limited time. This paper also makes simulation to emergency vehicles dispatching model, using a variety of services rules in order to improve the capability of emergency services and reduce the cost of emergency support.This paper bases on the research of National Natural Science Foundation of China,"the research of optimal resource allocation decisions after emergency based on GIU". This paper selects emergency rescue evacuation and vehicle dispatching in city as object of study. Using modern policy-making science,system science, information science and computer technology, this paper study in-depth the theory, methods and strategies of emergency evacuation and response vehicles. This paper aims to provide a viable and effective optimization method for our country's emergency response, improve decision-making level and efficiency of our emergency rescue.
