A city is a settlement formed spontaneously by people who come together for better life, and is a compound of material and spiritual space in which people produce and live. Since the policy of opening up and reform was executed, process of urbanization in China has been quickened, especially after 1992. With accomplishments achieved, different urban problems emerged as well in this process. Facing the not optimistic situations of China's urban development, this dissertation tries to make a multidimensional research on it based on holism. By combining Wuli-Shili-Renli systems methodology (WSR methodology) and holistic viewpoint of urban development, the proposition of Urban Systems Engineering (USE) is put forward, and specific investigation of three topics namely urban self-organization, urban management and urban harmony are carried out in this dissertation.First, literature review of elementary theories is made, which includes eight parts. Based on this, framework of WSR methodology based urban development research is advanced, being the framework of USE research as well. Then the ontology, epistemology, methodology and axiology of USE are elaborated respectively.Second, self-organizing urban system is studied. The essentials of self organization theories and features of self-organizing evolution of urban system are in turn summarized, followed by the discussion of concept and research contents of self-organizing cities. Based on this and by combining relative study of urban modeling, a multi-agent system model of a kind of self-organizing cities is built, and simulation of urban residential space evolution described by this model is realized on Swarm platform. The results indicate that as order parameters of the system, cultural and economic attributes of urban residents have significant effect on formation and altemation of urban residential space.Third, urban management is studied, which builds upon understanding and reflection of urban logic (including urban design, city planning, urban construction and urban management). By probing into dimensions and elements of sustainable development, a pyramid model of urban development is got. Further, an integrated frame model of urban management is established, and the S-C-H three level model of urban management for operation is also Offered. Aiming at early-warning and assessment of urban development management of Xi'an city, quantitative research is made by employing methods of ecological footprint analysis and coordination degree measurement of compound system. The countermeasures for sustainable development management of Xi'an city is then obtained by an in-depth analysis of the calculation results, including setting up the early-warning system of ecological security of Xi'an city and strengthening and improving environment management of the city. Furthermore, a decision support system named XADSS is developed based on a project research.Fourth, the connection between urban institutions and urban harmony is studied. Understanding the connotation of urban harmony, the driving and supporting effects of urban institutions on it are demonstrated from the negative side. By concrete investigations of interests game among farmers and local government and external investment in urbanization, decision-making game between immigration of redundant rural labor and opposite control of urban government, and information game between urban government and the public in SARS event, feasibility and effectiveness of game theory analysis of institution are demonstrated, and the important role played by governments in constructing urban institutions is exposed as well.Generally, the main innovative points of this dissertation are as follows:(1) WSR methodology and urban development research are combined, and a brand new proposition with discipline significance is put forward, i.e., Urban Systems Engineering. Thus, application of WSR methodology in practical fields is extended, and the holistic research of urban development may have its own methodology and framework.(2) Based on a systematic induction of features of self-organizing cities, a multi-agent system simulation model of self-organizing evolution of urban residential space is developed for the first time on Swarm platform. The simulation results show that, the model built is reasonable and can reflect the revolution features of self-organizing cities to some extent, which provide a sound basis for further research of artificial cities.(3) On urban management, two models are advanced: one is the integrated conceptual frame model; the other is the S-C-H three level model for operation. Using the method of ecological footprint analysis, the ecological footprint from 1995 to 2004 of Xi'an city is measured for the first time, which demonstrates the necessity of Xi'an city to build a conservation-minded and environmentally friendly society. An improved method of measuring coordination degree of environment-economy compound system is advanced, and with it the coordination degree between environment and economy development from 1992 to 2004 of Xi'an city is measured for the first time, which discovers the performance of environment management is unstable and needs continuous improvement.(4) It is pointed out that the disharmony of urban society could be understood from five special aspects. And by the game theory analysis of institution of specific cases in constructing harmonious cities, it is confirmed that urban governments play a key role in the formation and change of urban institutions, therefore are the decisive force in constructing urban institutions.
