The "San Nong"(agriculture,rural areas, farmers) issues were focus of public opinion in the Republic of China, the Eastern Magazine was the representative. The Eastern Magazine founded and the pulse of the times closely, concerned about the focus of the initiative constitution in the late Qing Dynasty. The controversy with different ideas about the Western and Eastern culture in the 1920s. "San Nong" issues were focus in the twenties and thirties of the Twentieth Century. The Eastern Magazine had notable features, such as Emphasis on investigations, international perspective, the use of literary methods and accommodate different views. In 1927, the Eastern Magazine had a survey about "Chinese Peasants" in cooperation with the Eastern Magazine and Chinese Rural Economy Research Association in 1935 and 1936. In addition, the Eastern Magazine payed attention to the role of foreign experience, by introducing the "San Nong" issues in foreign countries to review "San Nong" issues in China. The Eastern Magazine also focuses on ways to use literature to express, such as novels, plays, poetry and prose. The thinking of the Eastern Magazine was opening up, payed attention to different points of view of the article, which is not only the philosophy of the Eastern Magazine, but also the requirements of business.The Eastern Magazine'views had changed with the time evolution on the "San Nong" issues, such as agriculture and industry relations, that the relationship between agriculture and industry to a lack of relevance to agriculture and industry to develop mutually reinforcing. In the international trade in food, the authors in the Eastern Magazine debating focused from grain exports to food imports.The Eastern Magazine put forward the solution policies for "San Nong" issues from the institutional innovation, technological improvement, and cultural transformation. In the innovations aspect, the authors in the Eastern Magazine believe that cooperation in the economic system can not only save farmers, increase production capacity and reduce the exploitation of middlemen, but also enhance the spirit of cooperation, promote rural self-government; rural finance was also the focus of discussion in the Eastern Magazine. The various commentators put forward government supporting, the cooperation and commercial credit in the rural financial system; tax system was criticized and the authors in the Eastern Magazine who require land clearing, sorting finances. In the technology improvement aspect, the authors in the Eastern Magazine planed many aspects, such as improved varieties, chemical fertilizers, Controlling pests and mechanization. In the cultural transformation aspect, the authors in the Eastern Magazine proposed the rural education that must be the combination with farmers' need and we can not simply apply the model of urban education. The authors in the Eastern Magazine advocated the peasant movement and remold the backward cultures.We can see the process of the "San Nong" issues transmitting, but also found that the "San Nong" issues lack of communication in the body of farmers with the analysis of authors,transmitting process and readers. We analyze the interaction among the government the Eastern Magazine and the public, and got the transmitting influence of the Eastern Magazine:"San Nong" issues become a public agenda, government policies be adjusted accordingly and the Eastern Magazine get the development and growth.
