With the deepening of reform and opening up, there is a continuous improvement on China's national strength and international status. There is an increasingly close and frequent learning, exchange and cooperation between China's government and foreign governments.Therefore, political translation becomes more and more necessary.Some Opinions about Comprehensively Deepening Rural Reform to Accelerate Agriculture Modernization has been the China's eleventh government work document(also called The No. 1Circular of the Party Central Committee) used to guide the work related to agriculture, rural areas and farmers since 21 stcentury. This is a crucial policy-based guiding document for the development of primary industry. Its translation version is the important material for foreign governments in learning and exchanging agricultural work experience with China's government.The quality of translated version will determine and influence the effect in learning and exchanging. However, there is a great difference in culture, language rules, readers' thinking and reading habit between China and foreign countries. The political text has its uniqueness and complexity, which brings lots of difficulties to the author when translating. In order to solve those difficulties, the author will take Eugene A. Nida's functional equivalence theory as translation principle and select proper translation techniques according to specific translation difficulties appearing in the source text on the basis of full understanding and analysis, which tries to make target readers have the same understanding and response as native readers' on the target text.This translation report exists five chapters. The first chapter is to introduce background of the task and basic information about the source text. The second chapter is to introduce purpose and significance of the task, features of the source text and translation principle. The third chapter is to introduce translation description from the perspective of pre-translation, translation and quality-control. The fourth chapter is to take case analysis from the perspective of linguistics and rhetoric. The fifth chapter is to make a conclusion for the whole translation report from the perspective of translation difficult points, author's translation acquisition and report limitations.By writing this translation report, the author hopes it can provide some reference and experience for the translation and study of political text related with agriculture, rural areas and farmers.
