The thriving art festivals in the United States of America have developed into one of the mostimportant operating models for art markets. It has become not only an important interacting platformbetween artists and consumers, but also a primary channel of art marketing. After many years of fieldresearch, the author selects America's southernmost state, Florida, as his designated region for study,analyze numerous art festivals and artists as case studies, and discusses operating mechanisms that have ledto the success of US art festivals.In an effort to provide key references for establishing and developing similar art festivals in China, thearticle discusses in detail the following features of art festivals in America:1. Region of case studiesThe author focuses on the State of Florida where art festivals are booming--in fact it is the state thathosts the greatest concentration of art festivals in the nation–as the state's economy is largely driven bytourism. The author also explores other regions.2. Historical backgroundFrom early twentieth century to present, art festivals in the US have grown out of innovative ideas,through pilot trials, and continue to adapt at different stages. The study traces the development of artfestivals in the US and explores the key reasons for success.3. Supporting policiesTax laws of the US federal government, such as the income tax rate on art collections and taxdeductions for donations to art, support art markets and thereby promote art festivals. US immigration lawsensure a diverse multinational culture and welcome artists from all over the world.4. Organization and SponsorsArt festivals in the US are run by non-profit organizations or for-profit groups. Local governments,churches, art museums, art galleries, big companies or even wealthy individuals can sponsor art festivalsand each brings their own unique features.5. Individual case studies Art festivals provide an open platform to different artists regardless of what unique characteristicsmotivates them. Whether driven by an artistic vision, desire to explore artistic concepts, or to pursuefinancial profit, artists are able to realize their values in material, or in spirit, or both.6. Rules and regulationsArt festivals are regulated by rules at different levels. The thesis introduces major rules in detail aswell as their background including jury, reward, and audit.7. Impact on societyArt festivals in the US have had an impact on all aspects of society. First and foremost, art festivalspromote and diversify art markets, providing a primary sales channel for artists and thereby a sustainablefinancial income. At the same time, art festivals have enriched community activities and culture, andimproved the public's appreciation for art and societal mores.8. Tools and equipmentsIllustrations of tools and equipments which are popular in art festivals in America are attached forreferences. he conclusion of the study is that the operating mechanisms of art festivals in the USdemonstrate the outstanding characteristics of fairness, flexibility and completeness. The completeness ofoperating mechanisms makes it possible that organizers, artists and consumers all benefit from art festivals,while fairness and flexibility guarantee inclusiveness and diversity. That is, art festivals are not for aparticular group or party but for all participants. It is the author's wish that the art market in China willsoon succeed and prosper by learning from the US experience, adopting and improving operating system.
