Human Development And Institutional Innovation

During Chinese opening and modernization transforming course, there is a contradiction between man's development and institution innovations, which behaves at two aspects: institution innovation foregone relating to man's development and man's development foregone relating to institution innovation. On one hand, after socialist market economy has been established in China, many institutions and systems have been gradually constituted. But many abnormal phenomena still exist, for example, power higher than law, feeling before ration, relations stronger than competence etc. On other hand, along with socialist market economy replacing traditional planned economy, the masses have borne a lot of positive ideas like independence, self-determination, individuality, democracy, human rights, equality, interest, competence, ration, innovation etc. But lagging institution innovation deeply harmed the subject's enthusiasm, initiative and creativeness. Between these two problems, the major one is the latter one, personality development foregone relating to institution innovation. The reason is that our institutions on property right, distribution, management, administration, education and so on hold dense marks of traditional planned economy, which severely restricted the subject's creativity and ability, though socialist market economy has been established for many years and the mass' subject consciousness has been swelled up. Accordingly, what the article is to probe into is the contradiction that is man's development foregone relating to institution innovation. To solve this contradiction, the following methods are intrinsically carried through this article: historical and dialectical materialism, the principle of value as well as of science, logic analysis and historical review, criticism together with a creationary way, historical dialectic carried out the principle of the subject unified with the object.The article pointed out that the way of the contradiction is institution innovation. And how to innovate institution? How about Chinese institution innovation? Generally speaking, the course of institution innovation is as follows: theory innovation in advance, idea innovation as the foundation, the contradiction between man and the institutions as drive, regulating what were not consistent with man's development according to the principle of science and of value in order to reach harmonious development between men and the institutions. As to Chinese institution innovation, the key views of value "interest, competence, ration, self-determination" should be erected, and the theory of "ability standard" is the support of the innovation,and the frame of modern Chinese institution innovation is shaped according to the state of Chinese man's development. In my opinion, along with establishing and modifying socialist market economy, china has made a big progress in man's development, but it just walked out of the stage of people' inter-dependence and still stand in the stage of man's independence on the basis of their dependence on materials. In fact, the both stages exist in Chinese man's development at the same time. But Chinese man's development presents different trend: pursuing interest, advocating competence, stressing ration, appealing self-determination. Accordingly the aim of Chinese institution innovation is to ensure the key idea "ability standard" to realize in the social institutions. That is to say that duties, rights, and interests will be fulfilled by everyone in property rights, distribution, management, administration, education institutions to insure and encourage everyone's competence to be correctly employed.There are several points of academic innovation in this article.
