Institution is formed in human's communication, is a regulatory system to regulate main communication behavior and social relationship. Institutional innovation is institutional body takes a new concept of the main system as a guide, through the development of new codes of conduct, adjust the relationship between equality of rights, in order to achieve the new objectives of the values and ideals carried out independently of creative activities. In other words, system innovation is targeted defects of the previous system reform and innovation. The all-round development is an important philosophical topic of Marxism. The fundamental purpose of human society and the core value goal is to achieve all-round development. Institutional innovation and all-round development are mutual influence and promote each other.
