In the academic field of the history of Dai People, it is the history of the prosecution of the central government on Dai People that is not being widely studied. This dissertation is to take a severe research on the thesis in order to enforce the study in this field.In Yuan Dynasty, Dai People were called Jin Chi Bai Yi, simply called Jin Chi or Bai Yi. The central government put Bai Yi into Juan Xian System. At the same time, it put out a new prosecution system, that is Tu~Si System.In Ming Dynasty, Dai People were called Bai Yi. The central government continued the Tu~Si System, and made it perfect and developed. Because the society of Bai Yi was in the early feudal social period, each tu-si wanted more land, so they tried their best to widen their land, which was a confrontation against the Tu Si System which claimed that each tu-si must obeyed the central government and that they mustn't intrude into any other tu-si. Because Bai Yi lived in the border area of the Soutnwest of China, The tu-si system in Bai Yi society in Ming Dynasty, therefore, had close relations with the safety of the border areas of the southwest. In late Ming Dynasty, Mian Dian and A Wa badly widened their land in Bai Yi living area with the spoiling of tu-si system. Many tu-si areas yielded to Mian Dian, A Wa. The central government of the late Ming Dynasy put out proper policies to stablize its control over Bai Yi. This is great contribution to one China with 56 nationalities. This dissertation will make a research by five chapters on these polices and tu-si system in the Bai Yi area in Ming Dynasty through the researach methods of history, politics and other sciences, which will benefit much to the unity and the development of all nationalities in China. This is also helpful to the relationship of China with the countries and areas in southeast Asia.Chapter one recounts the policies and the tu-si system in Bai Yi area in Yuan Dynasty, which had a lot of influences upon the policies and the tu-si system in Bai Yi society in Ming Dynasty, and which contains three main parts, they are the tu-si system in Yuan Dynasty, the land widening and rebellion of the tu-si of Ping Mian against Yuan Dynasty, and the suppression of the central government in Yuan Dynasty upon the tu-si of Ping Mian.Chapter two recounts in detail the tu-si system in Bai Yisociety in Ming Dynasty. It concludes five important mentions, those were the establishment of tu-si areas, kanhe ( a kind of list) and dibu ( the documents which were like the certificate of kanhe kept by Yunnan government) system, pilgrimage and taxes and duty policies, succession policies of the chief governor of each tu-si area, local governor and the governor by the central government were the main members of the government in each tu-si area which had been the main policy of the tu-si system in Bai Yi living area in Ming Dynasty. All these showed that the tu-si system in Ming Dynasty was so perfect and developed which made the central government had a tight control over Bai Yi.Chapter three expounds the policies of Ming Dynasry in settling the land widening of the tu-si of Bai Yi, because this was against the policies of Ming Dynasty on Bai Yi. They included suppression by foeces, getting other tu-si to suppress the land widening tu-si, policies of refraining the usual exchanges between people of Yunnan with Bai Yi. Though the policies were somewhat negative, they helped Ming Dynasty stablize its control over Bai Yi, and stablize the southwest border, safeguard the society of Bai Yi.Besides the above policies, Ming Dynasty also took some measures during its prosecution of Bai Yi. Chapter four expounds the most important ones, they were solicitation, decomposing big tu-si areas, enforcing the border areas of southwest China betmeen Yunnan and Bai Yi living area, which they helped Ming Dynasty stablize its control over Bai Yi.Cha...
