Eisenhower Administration's national security policy was the guiding principle of the American national defense policy and foreign policy in that period. This dissertation focuses on the top secret documents of American national security policy, such as NSC 162/2 . NSC5440, NSC550K NSC5602/K NSC5707/8 , NSC5810/K NSC5906/1, and explores the evolvement of Eisenhower Administration's national security policy as a whole. In his first term, Eisenhower' administration had its foothold on the new reappraisals of Soviet threat, and formulated a series of fundamental about national security policy. Compared with Truman administration's national security policy, Eisenhower Administration's national security policy shows the traits of continuity and diversity to some extent. Since the mid-term of 1950s, Eisenhower Administration adjusted the national security policy of his first term with the transformation of contending situation between Soviet and U.S.. The international and internal academic circles have researched the national security policy of his first term, however, the study on that of the second term lagged behind. On the basis of this, the dissertation tries to explore the new elements in Eisenhower Administration's national security policy of second term according to the documents and Foreign Relations of United States mainly.This dissertation is composed of the introduction and 8 chapters.The introduction describes the present situation of the academic research about Eisenhower Administration's national security policy and the academic value, as well as the practical significance.The first chapter discusses the each tenet and the characteristics of the Eisenhower Administration's national security policy in his first term. The second chapter serves a link between past and future, andIVpresents the change of the international political situation around his succeeding, which had an influence on the American national security policy.The main body of the dissertation is from the third chapter to the seventh chapter. The third chapter analyzes the evolvement of "the Massive Retaliation Doctrine", which is the mainstay of the Eisenhower Administration's national security policy. The doctrine gestated the variational logic and direction from its emergence. Because the risk of the general war receded, the limited war became the main threat to the American national security increasingly. At last, the quarrel about How to reply to the limited war leaded to the accommodation of "Massive Retaliation Doctrine" in some sort, which began to transform toward dual nuclear strategy.The fourth chapter discusses the Eisenhower Administration's continental defense policy. The continental defense is the important part of Eisenhower Administration's national security policy, and reinforced each other between the offensive Massive Retaliation Doctrine and continental defense policy as the sword and shield to protect the United States. The continental defense composes of the early warning, the active defense and the passive defense.The fifth chapter discusses the redress with respect to allies. As a result of the strategic situation changing in Europe and Asia, America redeployed the force by pentomic style. In order to strengthen the nuclear deterrence ability, and to solidify the alliance, Eisenhower Administration tried to establish the multilateral nuclear power to control nuclear weapons together, but failed. The maim topic of Asian allies was to stabilize the anti-communist regimes, which were allocated the substantive military aid from American foreign assistance.The sixth chapter discusses Eisenhower Administration's policyvtoward the developing countries.
