Ever since the late Qing Dynasty, the term "Civil Diplomacy" was gradually accepted and understood by people. Especially during the period of Beiyang Government, Civil Diplomacy, like the then popular terms of warlord and politician, was usually familiar to common people. However, it is known to us all that when most people use this term the concept is usually vague and general.By applying Documentary Approach and some Sociology Theory, this thesis firstly represent the tracks of development and changes concerning the Civil Diplomacy in modern Chinese history. The term consists of different meanings in different historical periods. Also focuses are given on the Civil Diplomacy Movement during the period of Beiyang Government. This thesis contains five chapters. Chapter One mainly analyzes the four different concepts ?civil, diplomacy, civil diplomacy, civil diplomacy movement and a clear illustration of their relations. Chapter Two discusses the development of the Civil Diplomacy Movement before Beiyang Government and its influence on the latter later on. Chapter Three mainly explains why the Civil Diplomacy Movement arises sharply, its development procedure and its characteristics. Chapter Four illustrates and discusses the value orientation of the Civil Diplomacy Movement among the merchants, the intellectuals with college students as their representatives, and among the workers and peasants as the underprivileged masses. Chapter Five mainly explains the historic significance of the Civil Diplomacy Movement during Beiyang Government.Civil Diplomacy Movement during Beiyang Government was the important part of the diplomatic democratization of modern China.lt was also the sketch of political democratization of modern China. With the study results of this thesis, readers will have a clear understanding of modern China, in particular, the formation, development and meaning of Beiyang Government's Civil Diplomacy and Civil Diplomacy Movement.
