Non-balanced Development Of The Heritage Conservation District And Regional Policy

The regional distribution of the resources and population is usually overlapped on the heritage protected area in our country, so that the construction of the heritage protected area will have to deal with the problems, such as the huge pressure of the population, the comparative backwardness and the intensive demands on the resources. The study on the protected area from the view of the concept of the region can alleviate the regional poverty. The government's encouraging the land development around the protected area can both benefit to the resources conservation and stimulate the local economy.With the analysis of the institutions of disequilibrium development, taking regional institutions in Han dynasty Chang' an City heritage protected area as demonstrations, this thesis focuses on the study of the reconstruction of the administrative organization and the regional policy of the long-term compensation mechanism. The theories of the externality and the public goods are the theoretical resources to the study of the regional beneficial disequilibrium.The conflict between the partly benefit and the whole benefit resulted from the "prisoner dilemma" on the heritage protected area is an irresolvable problem by market mechanism. The root of the problem is the blur, inefficiency and imperfect executive institution of the property right. The proper institutional arrangement of the heritage protected area is discussed from the long-standing mistaken ideas of the property right reformation. Based on the analysis of the disequilibrium and the reason of the beneficial conflicts, the paper studies on the regional binary structure composed of the areas of the dominant core and the dominated periphery, then gives suggestion on the compensation mechanism of the heritage resource protection. The regional policy to resolve the disequilibrium development is firstly to definite the institution, that is, the arrangement of the executive institution and the institution of the non-profitable organization and the option of the regional political tool. In the positive study, the regional policy of the disequilibrium-equilibrium development in Han dynasty Chang' an City heritage protected area is served as a demonstration of the above-mentioned theory.As to the originality in theories, the concept of the heritage protected area is defined and applied to the principle of the binary structure, the form of the binary structure in the heritage protected area that is the process of the accumulated recycle is explained again. Borrowing Hicks-Kaldor Compensation Test and the sub-optimum principle, the regional compensation model of the heritage resource protected is made and the compensation mechanism of restriction the tourism construction land in nature & culture heritage site: the right of land development is set forth.
