A Research On Joint-force Driving Mechanism Executed From Chinese Government To National Culture System And Social-organized Culture System

In China, planned economy had been the sole economic system during quite a long period of time, which, reflected in culture, was the situation of national culture domination over the overall Chinese cultural construction. With the transformation from national planned economy to market economy, an alternative of social-organized culture came into being and is managing to squeeze into the sight and administrative frame of the Chinese government. From the very appearing of social-organized culture, the government's relative system, that is, the national cultural departments have adopted a separate policy to it, which is, in nature, a reflection of governmental delay in reacting to the new change due to the conventional force from the social custom, which can be defined as a passive "inertia logic". To achieve a scientific and systematic administration of the new structure, the "divide-and-rule policy" and passive thinking style must give way to a "join-and-rule policy", one-way administration to systematic administration. This "joint force driving"is the calling of a scientific outlook on cultural development and will bring structural and systematic effect. The present research is, accordingly, about the mechanism construction of governmental joint force driving on national culture system and social-organized culture system. An analogy may be helpful to illustrate the thesis vividly that it is on the question of how to build a carriage with two wheels of traditional national culture system and social-organized culture system, on which the government execute a joint driving force by making them combined with and dependend on each other so that the carriage of socialist cultural construction can speed forward stably and sustainably. Or to be brief, the theme of the present research is how to promote a coordinate development between social-organized culture system and national culture system so as to achieve a cooperated effect which is. more powerful than either of their independent effect, as Aristotle once put it, " integrity alone is larger than all parts assembled" . From the perspective of mechanism construction of social development, to obtain an integrity effect, we must resort to the construction theory and practice of the social subject concerned. To adopt the" join-and -rule policy" to social operated culture system and national culture system, one of the main accesses is to instigate a compensatory and mutually beneficial cooperation between the two. This cooperation is, in this research, a joint-force mechanism model in a narrow sense, which is, compared with that in a broad sense, better developed due to more and deeper researches and practices and hence features in its typicalness, richness and representativeness. Chapter Four to Nine of the present research focus on this problem at length.Basing on the attentive and painstaking investigation into the governmental practice of joint-force mechanism construction in the activity of "social organized culture in city of spring", taking it as a case study, from the height of systematic integrity administrative effect of the macroscopic cultural construction , to the falling point of microscopic practices of the governmental trying in joint-force driving mechanism construction, this thesis attempts to explore the inner reasons in mechanism design and construction, draw the regularities from it, expose its obscure dark side, and find ways of solving theoretical and practical problems in the joint-force driving executed from government to traditional culture system and social-organized culture.This thesis is categorized into ten chapters. The former three, from the angle of socialist cultural construction with Chinese characteristics, aim to elaborate the logic basis and theoretical model of the joint-force driving mechanism construction, in which Chapter One, as the introduction, draw forth the thesis of joint-force driving mechanism executed from government to national culture system and social-organized culture system. Chapter Two argues mainly on such problems as what is the logical starting point of the governmental joint-force driving mechanism how has divided- force driving been the administrative inertia of the government and what predicament the inertia brought to our government. Chapter Three argues on the significance, possibility, limitedness, and theoretical model of the governmental joint-force driving mechanism. Taking "social-organized culture in city of spring" as a case, Chapter Four to Chapter Nine focus on the construction and optimization of joint-force mechanism (in a narrow sense). The content in this part, again, can be subdivided into three parts. Chapter Four to Chapter Six explore the specific methods, procedures and links of joint-force mechanism construction. The following two chapters discuss the positive and negative evaluation of the mechanism and check on the function, creativity, and predicament of the mechanism, which has already been constructed and is now in operation. The investigation into predicament of the mechanism in Chapter Eight introduces Chapter Nine, which proposes the optimization and development of the mechanism. Chapter ten is the concluding remarks and expectation of this research.Innovations reflected in this thesis are as follows:Firstly, china's reform has been following a sequence of practice pioneering, rule-making and theory perfection. There has been a lack of dashing spirit in theoretical workings for a long period of time. With regard to cultural development, our nation has not yet paid enough attention to the harmonious development between the traditional national cultural system and social-organized culture system, so a divide-and-rule policy has been adopted to them respectively. Whereas the fact is that the reality of national culture development calls for a join-and-rule policy urgently. Against a nearly blank academic background, the present study proposes a brand-new concept of governmental joint-force driving mechanism to both national cultural system and social-organized culture system. Approaching from a perspective of case study, it explores the inner reason of the mechanism profoundly and in detail.Secondly, such social activities as "social-organized culture in city of spring" have a history as long as six years and are forming a rolling force around the whole country. Most researches, however, approached it only from the angle of "cultural activity", leaving no space for a further and deeper study. Initially, the present research, by taking the activity as a case study and analyzing the flesh and blood ties between the activity and the overall social system, elaborates the establishment and construction of cultural development mechanism model and grant nation-wide activities of this kind a pilot function of guiding social development mechanism on the right track of stability, controllability, regularity, and constructiveness.Thirdly, cultural innovation has a great significance to cultural and national development as a whole. Such new concepts and interlinks of mechanical innovation as "organic quadratic construction", "stereoscopic novelty", "stereoscopic management", "brand-new social mechanism model", and "transformational social mechanism model" are initially proposed in this research.Fourthly, the central link of the governmental joint-force driving mechanism construction is the formulation and implementation of driving policies and the relative driving strategies. Basing on the practical investigation into the activity of social-organized culture in city of spring", this study proposes a series of strategies and policies pertinent to "chess-playing relationship" between social force and cultural system in cultural activities, such as "zero-sum game", "negative-sum game" and "governmental reversing strategy" in cultural auspices; "Chess-playing" in striving for investment right to public welfare cultural project and the relative governmental incentive strategies; "Chess-playing" in legal boundaries and governmental close-norms strategies.Finally, as an importance social practice in various fields, the innovation and construction of social mechanism is quite microscopic and specific. Due to the many defects in methodology, relative theories both abroad and at home do not apply to our practice in a strict sense. Taking case study as a breach, the discussion in this study on questions like mechanism construction and mechanism function output is of great enlightening methodological significance.Nevertheless, remaining problems are inevitable.A term of "joint force" is employed in this research and has a specific meaning in the present context. However, whether it appropriately refers to the complicated connotation of the very objective concept and arouses in readers the corresponding precise comprehension will depend on the test of readers and time. As the author, I should shoulder the responsibility and work hard to perfect the concept in future research workings.The present research displays the thesis from a tri-relationship perspective among government, traditional cultural system and social-organized culture system rather than a bi-relationship between any of the three. It contributes to the complexity of the thesis and meanwhile results in a wider research range and more problems interwoven together. Consequently, the complexity would unavoidably blind the author's dialectical vision and lead to inadequate and even one-sided argument of the thesis. More explanations and clarifications will be given in my future studies.
