"Administrative loyalty" is an extremely important category in both Chinese and western politics and administrative development. As the highest concentration of rationality and authority, public administration was faced with tough ethical crisis in the public context of post-modernism. Whereas the crisis of administrative loyalty is highlighted in public administration. How to resolve these problems is becoming increasingly urgent in the context of the post-modern public administration.It is known well enough, China's Confucian loyalty has been the conception framework of the idealism of Confucian morality, which has evolved into a practical implementation of social and political life, and molding the political manners of the ancient Chinese people. But the administrative loyalty in the west has been changing constantly along with the supremacy of city-states, religious politics, profane autocracy and social contract etc. We'll find that the differences mainly stem from politics thinking mode, the subject of "loyalty" and self identity by comparing and analyzing the development of Chinese and western administrative loyalty.Based on the analysis and comparison of Chinese and Western administrative loyalty, this dissertation carried on a more thorough analysis to the concept and connotation of the administrative loyalty. First of all, a strict semantic analysis has been carried on in this chapter, and then the basic stipulation to the characteristics and objects of the administrative loyalty has also been made. Meanwhile, the administrative loyal relationship can be definitely oriented by demonstrating the ethical relationship between superiors and subordinates, civil officials and citizens, etc. Finally, the certification of the subjective value of administrative loyalty further supplements the analysis of the concept of administrative loyalty.However, theoretical desirability doesn't mean it is agreeable in practice, owing to the uncertainty of the individuals of administrative loyalty themselves, the ethics relationship of administrative loyalty and institutional Environments of administrative loyalty, administrative loyalty is faced with both moral risks and the dilemma of limited rationality. Also, authority paradox and blind obeying will inevitably lead to the inner conflict between free will and orders. Still, the practical conflicts of administrative loyalty usually arise from disputes between political obligations and natural obligations while vagueness between collective responsibility and individual responsibility directly results in the plight of action. How to get out of these difficulties will become imperative.The involvement of administrative "disobedience" theory is of important significance to the dissipation of the plights of administrative loyalty. In a sense, administrative "disobedience" is an alternative to the representation of administrative "loyalty". It takes on the ethical attitude of administrative individuals' introspection, caution and conscientiousness. Anyhow, "disobedience" theory deals with exceptional cases in the practice of "administrative loyalty". Normally, the justice system and the construction of individual morality should be strengthened in order to create external and internal surroundings for the administrative loyalty. Mutual benefits and mutual good intentions altogether lay the cornerstone of administrative loyalty system; The rational design which advocates virtues with suppression of evils may help build up a rational public administration system based on human nature; the effective use of moral incentives and punishments can create a good incentive mechanism for the administrative loyalty justice system. Meanwhile, inherent moral individual and external justice system are equally important. Therefore, we should demonstrate how to foster the administrative individuals' ethical cognition of loyalty, moral feeling of loyalty, and the practical virtues of loyalty as well, combined with the psychological process of cognition, emotion, motivation, and behavior of the individual, thus constructing a solid internal moral barrier of administrative loyalty.
