From the second half of the year 2007, the world economy has encountered difficulties in economic development, especially facing increasingly outstanding problems in population, resources and environment. It is much more important to save resources, explore new increasing factors and searching for new economic engine. It is of great significance to analyze and summarize experiences of Beijing in developing cultural creativity industry, research on the sustained motive force of Beijing, a mega-city short in natural resources, to realize sustainable industrial development, and try to discover the common laws in economic theory, for providing reference for other similar cities and regions.This paper mainly reached on the theory and practice of the cultural creativity industry from definition and analysis on the cultural creativity industry of all countries to practical cases of domestic and overseas development in the cultural creativity industry; from analysis on traditional economic growing theory to abstract deduction on growing mode of the cultural creativity industry; from the actuality and problems of Beijing in developing the cultural creativity industry to policy suggestions on the development of the cultural creativity industry. Main questions considered in the paper are as follows:First: What is the internal relationship between the cultural creativity industry and resource industry?Second: Can the cultural creativity be a new factor to promote economic development, and how to express the functional mechanism of this factor to the economic development?Third: What is the development status of the cultural creativity industry in Beijing, a mage-city scare in natural resources but abundant in cultural, technical and educational resources? Additionally, how does Beijing, developed in traditional cultural industries, make use of cultural creativity to enrich the connotation of traditional cultural industries and promote its development level in cultural industries?1. Definition and Core Features of the Cultural Creativity IndustryBritish was the first on to raise the conception of creative industry in 1998. In the subsequent years, Singapore, Australia, New Zealand, China Taiwan and Hong Kong have adopted this conception. Although all nations have different definition and classification on the cultural creativity industry, the core factors are the same, namely culture, creativity and industry. In this paper, the cultural creativity industry is defined as a kind of economic activities based on specific cultural background, originated from individual or group creative abilities, skills and talents, through development and utilization of intellectual properties or providing specific products and services, to create wealth and realize the employment.This paper states three features of the cultural creativity industry:(1) Uncertainty in creativity demand and diversity of products bring risks to the industry; (2) High-quality creativity staff and open creative technologies bring high additional value to the industry; (3) Penetrability of creative factors brings compound character to the creative chains.2. Relationship between the cultural creativity industry and resource industry.The processing course is emphasized in dividing the traditional first, second and third industries, while efficiency is emphasized in the resource industry. Comparing with the characteristic value of the resource industry, this paper believes that the cultural creativity industry accords with the characteristics of resource industry, namely meeting people's demand, realizing value increase, and the more importantly creating new demand, accomplishing the cycle chain of resource of service-increase-repair-re-service, which is a type of new resource. Compared to static traditional resources, the cultural creativity resource is dynamic, and compared to limited traditional resources, the cultural creativity resource is infinite.3. Value Analysis on the Cultural Creativity IndustryThe value system of the cultural creativity industry is based on the traditional"value chain", with basic factors creativity, capital, talents and operation platforms mutually interacted, forming the content industry directly involving products and services of the cultural creativity industry; sales industry of reproduction, distribution and consumption; supporting industry providing necessary product support or infrastructure environment, which form the value chain system of the creative industry.The cultural creativity industry realizes its values in two ways: first, unidirectional open-loop mode, processing material, energy and information exchange with the environment, realizing external extension and capture of values; second, cycle close-loop mode, cycle stimulation effect of creative capitals and products, constantly renewing the cultural creativity industry and forming recyclable permanent resources.4. Economic Promotion Made of the Cultural Creativity IndustryThe economic growth theory has experienced three development stages including classic, new classic and new growth. Inspired by these theories, this paper holds the view that technologies are just specific embodying form of some kind of creativity, and technical progress can be originated both from external learning and from internal production. The creativity is the basic source of technologies, so, the creativity can be independently separated from the traditional economic function L (Labor). Thus, factors for promoting economic growth include Capital (C), Labor (L) and Creative Idea (I). And the Creative Idea (I) can be represented through Technology (T). The technical progress factor promoting economic growth is external and internal twin, not simple liner or the pure Law of Diminishing Marginal Utility.5. Development of the Cultural Creativity Industry in BeijingBeijing is a mega-city scare in natural resources but abundant in technical and educational resources, reaching USD 9000 in the per capita GDP, ranked the first place in the technical and educational resources, in the possession of preconditions and actual basis for developing the cultural creativity industry. Integrating the efforts made by Beijing for the development of the cultural creativity industry during the recent years, this paper summarizes the major problems faced by the cultural creativity industry currently, putting forward corresponding suggestion for the further development.In the end, based on the practical investigation, this paper introduces the actuality and planning of 10 key cultural industry clusters in Beijing, offering the first-hand data for the rational layout of the cultural creativity industry in the city.
