| Reparation from Japan, as a very important issue dealing with in post-war, has been highly concerned by governments and the international community. It not only relates to post-war economic damages, damage compensation, but more importantly is that in World War II, under the complicated international situation, in particular, in the Cold War environment, evolved into focal point of opposite two camps fighting each other. For this, the relevant States have done a series of diplomatic Negotiations. It has become an important chapter in the post-war history of international relations, and also favorite subjects in a long-term research in academe. In this paper, based on the full reference and analysis of results of previous research, the author intends to get a multilateral model research perspective, centering on the problem of Japan reparation diplomacy, of Southeast Asian countries compensation by Japan as an example, try to make the issue a full range of comprehensive study with multi-dimensional analysis and confirmation to the evolution of the Japan reparation policy led by the United States and the formation of Japan reparation diplomacy. In this thesis, at the side of citing historical data, the author will make full use of historical literature and research writing with comparative method, trying to achieve the diversification of sources of historical data. In research methods, following the basic principle of Marxist dialectical and historical materialism, a global view of history as a guide, using the basic historical research methods, combining with state relations method of level analysis, studying comprehensively on issues, including the historical background, historical evolution, present actions and the relevant impact of Japan reparation diplomacy, in order to reveal the substance of reparation diplomacy impartially. To make a full range of comprehensive inquiry into Japan reparation diplomacy, this thesis not only researches the policy of the United States toward Japan policy which dominates Japan reparation diplomacy policy trend under the Cold War, but also pays attention to the trend of war reparations policy of countries relevant the right to claim reparation from Japan, but also inquires into Japan's compensation measures and specific implementation.This thesis consists of three parts , preamble, text and references. It does a review of situation of academic study at home and abroad for over 50 years of Japan reparation diplomacy in Introduction. It puts forward author's ideas and methods, data characteristics, topics of academic value and practical significance of this research. The text is divided into five parts, namely, the explanation to the concept and stages of reparation diplomacy, the origins and practice of reparation diplomacy, as well as the impact on and evaluation of Japan, and so on.Chapter I The Concept and Stages of Reparation DiplomacyIn this chapter, it comments on domestic and foreign academic research results of concept of reparation diplomacy. On the basis of them, introduces and interpret as far as possible systematically and objectively domestic and foreign scholars'research production and scholarly opinion. It explores practical significance and academic value of research from three aspects of reparation diplomacy history's stages, the scope, and its essence. Belonging to international law, reparation diplomacy results from one of the main matter of post-war treatment that carried out due to the Japanese imperialists launched a war of aggression. From the reparation diplomacy objectives and content of view, reparation diplomacy is an important means of Japanese government getting rid of its own isolated international status and seeking to return to the international community. Reparation diplomacy's carrying on will do benefit to change Japan's ugly international image, help to improve its international political status. Although the acts of reparation are economic, material, containing a large number of financial assistance, market development, but judging it "economic diplomacy" for above would be blurred original political meaning of reparation diplomacy.Chapter II The Origin of Japan Reparation DiplomacyThis chapter summarizes the historical evolution process from the end of World War II to the San Francisco Peace Treaty. The emergence of reparation diplomacy is not accidental. It evolutes followed the changes in war reparations content. The emergence of reparation diplomacy experienced two historical periods: first period was before the outbreak of the Cold War, the United States severely punished Japan, implemented "Bao Lai Plan" of the removing compensation; the second period was after the outbreak of the Cold War. In order to foster Japan, re-arm Japan militarism, turn Japan into anti-communist bastion in the Far East, the United States proposed the "principle of no compensation," until the signing of the peace treaty of San Francisco, so that provided a guarantee for Japan to open the door of the injured State's economy.Chapter III Japan's Reparations Diplomacy's Carrying OutThis chapter taking negotiations for compensation of Japan undertaking towards Southeast Asian countries as an example, reviewed Japan reparation diplomacy's action during the period of after the signing of the San Francisco Peace Treaty to 1977. Driving by the United States, Japan began to turn its attention to Southeast Asia, actively seeking negotiations with claimant State instead of the attitude of the delay and silence on the issue of reparation in the past few days. And Japan signed peace treaties, compensation agreements, economic cooperation agreement respectively with the three countries: Myanmar, the Philippines and Indonesia by skillfully negotiations. Later, Japan has also signed the free provision of technical assistance and reparation agreements with Thailand, Laos, Cambodia, Malaysia, Singapore and other Southeast Asian countries. Those formed a unique diplomatic behavior patterns, closely linked the reparation with "economic cooperation", to compensate for the breach, be the content of economic cooperation, regard market development as a driving force, to enhance the international status as the highest goal.Chapter IV Japan's Reparations Diplomacy's EffectivenessIn this chapter it analyzes characteristics of the implementation process of Japan reparations diplomacy. Japan reparations diplomacy's implementing has achieved following results: First, by signing the reparation agreements with Southeast Asian countries, Japan have resumed normalization of diplomatic relations with Southeast Asian countries, and cleared the obstacles for Japanese enterprises'entering into the Southeast Asian market. Second, using the means of reparation furthest, it has both reduced the amount of their economic damages, and found the way for the export of non-competitiveness Japanese machinery products. Third, it has eased the psychological hatred of Japan from people in Southeast Asia , guandually going to a trend of "identity" and interdependence. Fourth, it has constructed a properly political environment for the post-war Japan's economic development, so as to lay a political foundation for Japan's economic takeoff. If the reparation diplomacy is a "stepping-stone", the economic co-operation is a "deposit machine". The both are interdependence. With the implementing of Japan reparations diplomacy, Japan increased economic aid efforts and had a political tendency on economic aid which caused the ASEAN countries worry and fear.Chapter V Evaluation of Japan Southeast Asia Reparations DiplomacyThis chapter analyzes influence of Japan's reparations diplomacy on Southeast Asia countries, Japan's politics and economic, as well as self-reflection on Japan's wartime, then assess the effectiveness of Japan's reparations diplomacy, the role of Diplomatic activities and its consequence of the enormous business opportunities to the country. The success of reparations diplomacy from Japan to Southeast Asia's countries has been an irreplaceable major impetus for Japan to improve its development. Japan's reparations diplomacy is the first large-scale, long-time successful diplomatic action in the postwar. It has accumulated a lot of experience for Japanese diplomacy and formed a post-war Japan's diplomatic line, namely, Japan-US alliance, economic priorities, lower-melody politics, officials and the public co-operation, business community involvement. Japan's reparations diplomacy is the beginning of economic diplomacy .By this, Japan actively use economic instruments in the diplomatic activities to service economic interests, and shape the country's image by virtue of economic strength rather than military power. Of course, reparation diplomacy has its limits, were as follows: First, the utilitarian characteristic of reparation diplomacy makes war reparations to the Southeast Asian countries change into tools of which monopoly capital use to expand economic power with national funds; second is blurred responsibility for the war, it would help understand and lighten resentment of those demos who are hurt by Japan fascist war; Third, the reparation is limited to state compensation, and the amount of compensation paid by the war is far not enough to compensate for the conduct of Japan war to the Asian victims'property damage, also failed to realize civil damages, all those will become "heart knot" for Japan to re-create a good country's image ;Fourth, close connection with the reparation diplomatic from Japan and economic aid, and wantonly occupation of Southeast Asia market economy, arose governments and people's dissatisfaction, left many issues to Asian diplomacy.In short, Japan reparation diplomacy strategy in early post-war is the best choice in the process of negotiations between Japan and the United States, and many Asian victims countries. The objective situation of the Cold War is Japan's opportunity of God Save. On the one hand it shows that Japan followed passively the Cold War policy strategy and containment, on the other hand, it also reflects that Japan actively use the Cold War to achieve the underlying purpose of the national interest. Reparation diplomacy strategy has finally made Japan achieve a diplomacy objective of the "minimum payment of reparation, maximize the use of reparation".
