The Cuban Communist Party constantely improves itself in the unique domestic and international environment.In cuba, under the leadership of "the Twenty-sixth of July Movement", which regard Fidel Castro as the core; the revolutionary Cuban people achieved the national-democratic revolution victory, established the first socialist country in the Western Hemisphere,and established the systemes of the socialist economy,politics and culture,which provide a good domestic environment for party building of the cuban communist party.In other countries, although the eleven sessions of the U.S. Government (from the Eisenhower Administration to the Obama Administration) have slightly changed the strategies targeted to Cuba, the Hegemonism and the schemes of overthrowing the Cuban revolutionary regime and subverting the Castro Administration have never changed. Specifically,the United States implemented economic blockades and commercial embargoes, diplomatic isolation, peaceful evolution and the ideology permeation, instigated illegal immigration, and even organized armed intrusions,and so on. From the 60's to the mid of 70's of the 20th century, the relations among the most Latin American countries and the European capitalist countries with Cuba were extremely strained. Since the mid-70s, the relations between the Latin American countries and Cuba become normalized, the relations between the European Union and Cuba have greatly improved,Which has improved the external environment of Cuba. From the early 60s to late 80s and early 90s of the 20th century, the relations among Cuba,the Soviet Union and socialist countries in Eastern Europe were very friendly. After radical changes between the Soviet Union and socialist countries in Eastern Europe, Cuba lost the aid of these countries,its economies fell into difficulties.Cuba enter a special stage in times of peace,and faced with a more severe test.In the complicated international environment,the PCC has constantly strengthened and improved the building of the Party, improved their art of leadership and governance capability, preserved their vanguard nature, and made the leadership of Communist Party and the vanguard and exemplary role of Party members play an important role in the work, all the factors above laid the solid foundation for Cuba's victory.In the aspect of ideological construction, the PCC has always held the great banner of Marxism-Leninism high. It has developed the Marxism-Leninism in accordance with national conditions and changes of the times, which maintained keeping pace with, the times. In historical sequence, it ranked the thought of Cuba national hero Jose Marti and the thought of Fidel Castro (the Cuban Marxism-Leninism) as the Party's guiding ideology. The PCC has always regarded the socialism as its political direction and opposed new liberalism. After the Drastic Change of the Soviet Union and Eastern Europe, the PCC claimed fight to the death to defend socialism when was at low ebb. Reform helped Cuban socialism gradually going out of difficulties. In more than four decades'ruling period, the PCC has insisted the principle of Government for the People. All the people can enjoy compulsory education, free medical care, full employment and comprehensive social security. People's living standard has been improved. Therefore, the PCC has won populace's support and love. In order to deal with the ideology permeation of the United States and other countries; to guarantee all organizations and all Party members marching in step and to keep the advances of the Party, the PCC paid special attention to ideological and political work. It summoned "the ideological war", which ensured all organizations and all Party members were consistent in aspects of thought, politics, organization, style and behavior.In the aspect of organization construction, the PCC establishes and adjusts organizations and their functions according to needs. The organizations are divided into three levels:central organization, intermediate organization and basic organization. The National Congress is the supreme institution; the intermediate organization mainly refers to lead agencies at the provincial and municipal level. Two basic organizational principles of the PCC, the democratic centralism and the unity play a significant role in the organization construction. The PCC attaches importance to the construction of Party members and cadre groups. It insists high quality as the main principle of party recruiting. Under the premise without lowering the standard of admission into the Party, religious believers are allowed to join in. It strengthens daily management of party members and cadres; strictly promotes the study of thought, politics and vocation and enhances the quality of Party members and cadres. In cadres'management, it pays attention to cadres'age structure, the proportion of male and female, and the race constitution. Sex and racial discriminations are opposed. It places importance on the construction of basic organization. All the communities, factories, cooperatives, schools, hospitals, cultural organizations, and armies have basic organizations. They fully play an important role in selecting cadre, dealing with relationships among Young Communist League, labor union and other mass organizations, so as to ensure the implementation of Party's policy.In the process of leading the revolution and socialist construction, the PCC has continuously improved its own ideological style, leadership style, work style, learning style and life style, and formed practical and realistic style, democratic style, people first style, pragmatic style and diligent with government affairs style of work. Their concentrated reflections are in the aspects of the mass line, emphasizing investigation and study, launching criticism and self-criticism, etc. The mass line, which is the basic leading and working method, namely all base on the masses, all rely on the masses, making all significant decisions on the basis of pooling the opinions of the masses, and all activities must be implemented with the coordination of the masses. One of the characteristics of the mass line is rely on the organization of the masses, and then give play to the functions of non-governmental organizations. The PCC regards investigation and study as important ways to make scientific policy decisions and maintain close ties with the masses. It has formed some feasible methods such as the system of cadre inspection and observation,social opinion investigation, etc. Criticism and self-criticism are significant methods for the PCC to overcome shortcomings and correct mistakes. In terms of daily life, the PCC requests the cadres struggle arduously and share joys and sorrows with the masses;set examples and do not enjoy privileges; treat people tolerantly and be optimistic and enterprising. Those cadres who are venal of bribery would be punished lawfully and strictly, no matter how high their positions are, and how great the achievements they made.Through institutionalization construction, the PCC has consolidated the achievements of the revolution and construction, standardized behaviors of all levels of organizations and all Party members, and established a set of inner-party institutional framework which takes the Party constitution as the core. According to the change of situation, the PCC keeping pace with the times, has revised Party constitution on the basis of concluding experiences of Party building. It has enacted regulations of basic organizations, admission into the Party, and punishment according to Party constitution, so as to make all levels of organizations and the Party member have regulations to abide by. The PCC also has restrained cadres'words and deeds by the state cadre code of ethics, and supervised cadre to have self-cultivation for moral.in governance.It has defended Party members'lawful right and interest by authority movement, which is supervised by monitor and appeal system.
