| The 16th congress of CPC clearly advocated developing and strengthening county economy, county economy and government management were pushed to a new historical level. The report to the 17th CPC National Congress also pointed out: "We should focus on grasping the law of development, innovating development idea, changing development mode, solving difficult problems of county economic development and improving quality and efficiency to achieve sound and rapid development." As the first administrative organ in China, County government has special functions, such as:connecting link, connecting urban and rural areas, communicating, managing, serving and coordinating. County government management is a vital matter involving national prosperity and thriving of a nation; County Government is still the most important grass-roots political power in China. County government's behavior, which is related to the district people's welfare, also concerns development of county society. The same as various people government, county government has the double identity and status, it is not only an executive organ of county NPC, but is also the local state administration. Continuously improving the management of county government and innovating the management mode of county government, is becoming a prominent position we are facing. There are nine chapters in this paper, and the main contents are as following:Chapterâ… , which is the part of Introduction, first explains the research background, and then discusses the historical evolution of county administration in China, present development situation of foreign county administration, the county government management innovation and research status of government management innovation, finally it presents the method and the basic research content.Chapterâ…¡is the theoretical basis of country government management innovation. This chapter mainly introduces theoretical foundation of government and country government management innovation. The theoretical basis of government management innovation includes innovation theory, new public management theory, the theory of public services, public choice theory and reshape government, however, The theoretical basis of county government management innovation, the basic theory of the county government management closely focuses on characteristics, function, administrative structure, management decentralization theory and the theory of service-oriented government, etc.Chapter III is the basic situation of the county government management. Firstly it introduces the practices of county government management:mainly embodies in innovating service management, improving government efficiency and innovating service environment, analyzing existing problems in the management of county government. Based on above analysis, the roots of problems are mainly:the inadequacy of preparations in service government, mechanism and legal system and administrative supervision mechanism are imperfect.Chapter III makes a comparison of the mode and experience of domestic and foreign county government management. The paper first introduces the mode of foreign county government management, main chooses modes and functions of county government management in Japan, America, Britain and Germany and other foreign countries, and then discusses features of domestic county government management, finally expounds the interaction mechanism and effect between county government management and economic social development.Chapter IV is about connotation and path selection of mode innovation of county government management. Firstly it analyzes the connotation and characteristic of county government management, introduces two basic modes of county government management:Nanping and Jinjiang mode of county government. And then if puts forward the guiding ideology of county government management innovation, finally it produced path selection of county government management innovation: establishing and implementing the scientific concept of development, the reform and function innovation of county government as well as management innovation in service-type government.Chapter V is connotation and evaluation way of county government public service innovation. Firstly it introduces the concept and characteristics of public administration and public services, analyzes the mechanism of public administration shifting to public services, the existing problems in public service of county government, and then puts forward the strategies of public service in innovative county governmental, finally builds the evaluation model, evaluation index and evaluation way of county public service quality based on SERVQUAL evaluation model.Chapterâ…¥is about organization structure innovation of county government. Firstly, on the basis of theory of social structure, it expounds the importance and its main features of county government organization structure, analyzes the present status and existing problems of county government, and finally puts forward the innovative ways of county government organization structure, which mainly includes multi-governance structure centered on country government, straightening out functions, devolution of powers, creating flexible mechanism and perfecting the assessing system of county cadres.Chapterâ…¦is the empirical analysis combined with the actual situation of WeiDong government management innovation in pingdingshan city, henan province. First, it briefly introduces the general situation of WeiDong government, Then elaborates main contents of WeiDong government innovation management:concept innovation, system innovation and policy innovation, finally, practice methods of WeiDong government innovation management are analyzed based on the content of preceding sections.Chapterâ…§is the sum-up and outlook about this essay. This chapter makes a systematic conclusion aimed to the whole research, and then proposes main innovations of this paper, and finally clarifies the limitations and shortcomings of the study, while puts forward some questions that needs go deep into.
