Study On The Innovation Of The Management Model Of County Governments In Xinjiang Uygur Autonomous Religion

County governments are basic power organizations under the jurisdiction of the Central Government, which are structurally under provinces and municipalities but above townships. They have complete scope of administrative jurisdiction over a certain geographical area and function as melting pot for urban and rural areas. They are power-execution organizations which implement policies and instructions of the Party and the Nation, as well as leadership-rendering organizations that are responsible for political, economic, cultural and social affairs of the judicial area. Management of county governments is an important component of the management system of the entire government. The innovation of the management of county governments is realized by enhancing efficiency, effect, adaptability and administrative ability of the government and is catalyzed by reforming management ideology, management system, management mechanism, management method, management instruments and shifting government functions. Xinjiang Uygur Autonomous Religion is located in the western part of China, featuring high altitude, tough climate, vast land, small population and sluggish economic development. The experience of economic development of counties in the eastern part of China has shown that the management ability of county governments is a decisive factor for the region's economic development.Therefore, this thesis is based on analyzing relevant management documentations of county governments and identifying the basic concepts of management innovation of county governments in Xinjiang Province and is dedicated to explore possible innovations that can be applied in the county governments'management ideology, management system, management mechanism, management method, management instruments and government functions in Xinjiang in hope that the public interests and individual interests are balanced and fully respected, the public administration ability of Xinjiang's county governments be enhanced and that the social and economic development of counties in Xinjiang be promoted.
