"Inner-party democracy is the life of the Communist party of China". As one of the fundamental systems, the party's Congress System, guarantees the party members' rights exercised and their principal status protected.In the new century, reforming and improving the Party's Congress System has become the strategic focus of CPC to advanced the inner-party democracy.This article firstly gives a specific connotation about the annual meeting system which was the basic theory and institutional resources of the CPC's congress systemfrom the historical and logical angle. Besides, it gives a brief introduction about working-class parties' inheriting and developing the party's annual meetings which was founded by Marx and Engels.Along the practical process of the CPC's congress system's establishing,the tentative exploring and the gradually improving,the article sums up the institutionalized achievement of the CPC's congress system from the first session to the sixth,and then analyses the historical factors and concrete demands about regularly holding Periodical system of the CPC's congress system in the seventh session;especially stresses Party representative standing committee system,which is the first attempt for CPC's reforming in eighth session.It not only makes an assay of the background and formation about the reform,but also elaborates the connotation in system and concrete function mode.Meanwhile it gives a high praise to the historic significance and important value of reforming and objectively analyses its failure to last.Then,from the point of historical reflection, realistic thinking, institutional analysis, strategic balance and etc,the article makes a multi-angle analysis. It focuses on the reformation of the Party Representative Congress system since China's reform and opening-up,from brewing, the pilot start to expand the exploration and practice of course,summing up the new ideas of party's congress system in new period---with permanent tenure in office as fundamental direction, with institutional mechanisms reform as fundamental means,with institutional improvement as important content,with inner-party democracy and party members'principal status as value orientation. Finally,the article continues from the standpoint of reality, taking couties's Party representative standing committee system as research perspective to analyse and compare the specific practice in those selected experimental units, concluding the institutionalized achievement of reform and innovation, summing up the experience and lessons, evaluating the performance effects of Party representative standing committee system in trial. Based on the the history and reality investigation,the author owns the thought that Party representative standing committee system is the effective means of reforming Party Representative Congress system in the new period.It not only helps permanent representatives to act its role efficiently and fully demonstrate the essence of party members' principal status,but also offers system basis and organizational structures for rational deployment of inner party rights, construct the scientific democracy, flexible power operation mechanism and full-around effective supervision mechanism.However,in the view of the complexity of political restructuring and the objective of the things' subrogation, it will spend a long time for the system of Party congresses with regular annual conferences permanent tenure of office to replace the old one. Though the task is difficult,we should not throw away the apple because of the core, postponing the reform and also should not be blind optimistic,fancying Rome can be built in one day.So,aiming at the perplexity, limitation and difficulty in current reform,the author brings out five guiding principles,including:scientific thought of development is the spirit,to carry out party members' principal status is the soul,to make out inner-party right is the essence, institutional improvement is the theme and the unified plan from Central Committee is the foundation. Centering on the fundamental guiding principles,the author first starts with the specific system and puts forward a new reform assumption,while in another way,from the point of organization, proposes the concrete thought of constructing scientific standing body of congress of party representatives.In spite of the author's limited academic and research level,she wishes she can try her best to contribute to the reform of Party Representative Congress system with her own theoritic reference and practical summary,to offer theoretical preparation and create a favorable social environment for further promoted and fully implemented reform.The dissertation is comprised of two parts:the introduction and the main body.The introduction is composed of five parts:the reason of selecting this subject and its meaning, the current situation of the research on this subject, the research ideas and innovation, the research methods and the distinction of the conceptions concerned.In the first chapter,after investigating the operational pattern of system of Annual Meeting which founded by Marx and Engels,the article discusses the theoretical basis, practical basis and realistic basis of the system of people's congress, then,taking time as the main line,along the System of Annual Meeting's establishment, persistence and development before reform and opening-up to the System of fixed-termed Meeting's establishment, reform and innovation and tortuous process,the article sums up the practical exploration and institutionalized achievement of The communist party of china's congress system in different periods,especially stresses the formation and practice proces of Party representative standing committee system in the eighth session,and also evaluates its historical value.Finally the article makes a summary about its enlightenment to today's rule-of-man society from those aspects:system teadition, cooperative system constructing,grass-root supporting and so on.In the second chapter, on the basis of historical reflection and reality thinking,the article analyses the importance and necessity of reforming and perfecting the Party Representative Congress system, discourses that under the background of developing inner-democracy and disposing political restructuring,the brewing.,the formation and the progradation of the new idea about reforming the system.The key point in the chapter is by analyzing those three kinds of function modes about Party Representative Congress system, proposes the requirements of the times combining with the worldly trends, national conditions and party realities in the new period,proves that the Party Representative Congress system is the effective way to solve the practical question,and its system value are sufficient to discard the dross and select the essential to the fixed-term system.In the third chapter, setting the practice of pilot reform as the research object in the last 22 years. the writer selects the mode of carrying out the pilot reform in three zones reflective of the social economical development as the target case of the research, and centers on such critical issues as the mechanism of granting power inner the party, the system of operating power and the improvement of the system of power supervision. On the basis of these, the writer summarizes the success and experiences of the pilots so as to explore the theoretical significance and practical outcome of the systematic attempt and to indicate the limitedness and weak points of the pilot reforms.The fourth Chapter is divided into two levels,the former part analyses the actual performance of the reform of the Party representative standing committee system.Its main performances are optimizing representatives structure,promoting inner-party democracy, scientifically advancing the inner-party policymaking, effectively discharging their functions and powers, reinforcing the organizational building and so. On the other hand,the latter part dialectically analyses the inevitably limitations of the experimental units,mainly from following aspects,such as the absence of authoritative organization, the restriction of representatives' Role playing, the short span of the session, the total quality of the representatives still needed improving and the lacking of the system design for the whole mechanismThe fifth chapter mainly focuses on proposing countermeasures and suggestions on how to advance the reform of the party representative standing committee system.i.e. Guided by the scientific thought of development, taking party members' right guaranteed and inner-party democracy as target, aiming on making out the relationship of inner-party right, taking institutional improvement as Basic orientation,taking deployment from Central Committee as basis,centering on the formation as main point so as to improve the reform and innovation,focusing on the standardization of the standing body,constructing a perfect and scientific mechanism.
