Research On The Permanent System Of The Congress Of CPC

The trial of the Permanent System of the Congress of the Communist Party of China (CPC) is a complex political phenomenon at the contemporary China. "The Inner-party Democracy is the life of the Party". The Permanent System of the Congress of CPC is the fundamental system of CPC. The reform of the Permanent System of the Congress of CPC is a system innovation in the development of CPC's democracy. Taking the unceasing exploration and practice during the past 18 years by Zhejiang Jiaojiang as a typical case, utilizing the history, politics, the theory of the new institutionalism, social research principles, and the analyzing methods of philology, this thesis sums up the experiences of Jiaojiang—the first the Permanent System of the Congress of CPC from the altitude of theory, the depth of reform and the new angle of experiences.The whole thesis is composed of the preface, five chapters and the conclusion. This dissertation reviews the research course of the reform of the Permanent System of the Congress of CPC both at home and abroad. Then on basis of the reform researches by revolutionary leaders and domestic scholars, it investigates and researches on such reform made by Jiaojiang. The thesis introduces the theoretical status, the course of the reform of the Permanent System, and makes deep analysis of the motivations, system operations, basis characteristics and its results of the reform by Jiaojiang. The research indicates that the reform of the Permanent System of the Congress of CPC is an important content of the political civilization construction, and that the reform further perfects the system of the Party Congress. As the scientific decision-making program has been set up and the inner-party supervision has been perfected, it has made systematic breakthrough to the inner-party democracy and further promoted the development of the people's democracy. Through analysis and discussion, the thesis points out the outstanding issues during the reform and puts forward some countermeasures and suggestions on how to deepen the development. On the basis of upgrading the democratic senses of the whole Party members, taking the democratic election system as the core, by setting up a check-and-balance mechanism, the inner-party rights are allocated in three aspects such as decision-making, administration and supervision, which will be the orientation of the reform and perfection of the Permanent System of the Congress of CPC in accordance with the principles of the check-and-balance of rights. The relationship of the inner-party authorization and acceptance of rights shall be smoothed; the related organization shall be set up. Meanwhile the guarantee mechanism of system operation shall be established, too. Therefore the Permanent System of the Congress of CPC will be endowed with stronger vitality. In the conclusion, the author believes that the inner-party harmony will be improved by the system innovation of the inner-party democracy, which will promote the construction of the harmonious society.
