Cadres, as the core sources of the Party and state, are the premise and safeguard for the running of the country. The quality of the cadres has an important bearing on the revolution, construction and development of our country. High-quality cadres cannot be formed without practical work as well as professional trainings. The Communist Party of China has always attached great importance to the cadres'professional training. According to the different historic tasks in different times, our learders Mao Zedong, Deng Xiaoping, Jiang Zemin as well as Hu Jintao all laid great stress on cadres professional training and treat it as an foundational ,leading, strategic task concerning the development of China.Quality is the lifeline of cadres professional training. Without quality, cadres professional training is meaningless. Considering the great emphasis attached by the Party and state, it is the basic requirement to promote the quality of cadres professional training and to guarantee that the training display actual effect. In accordance with relevant quality management theory as well as on the basis of the reference and absorption of former research results, the main problems the paper aims to solve are as follows:Firstly, to define the accurate intention of cadres training quality , analyze quality generating process , identify the factors that affect and constrain the generation of training quality; Secondly, to construct training quality assurance system that conforms to the practical condition of cadres training in China, which is analyzed from both inside and outside to enhance the assessment system and quality management system; Thirdly, as to the keys that affect the generation of training quality, detailed measures are proposed to guarantee the training quality. The paper takes the cadres training quality assurance as the object .System analysis is the fundamental research method with the application of relevant theories of management, leadership and andragogy and so on. Through the historical inspection, comparative analysis and reality research, the author first gives an accurate definition and generating process of training quality and then analyzes the factors that affect training quality, and finally proposes the detailed measures to assure the training quality.Chapter One Introduction to Quality of Cadres Training. It mainly introduces the connation of training quality, generating process and influence factors. Three aspects are mentioned: firstly, the standard to measure the training quality should be the unification of"to achieve the goal"and"to meet the demand"; secondly, the judges of training quality should be composed of the Party and government, the unit where the cadres works, the social public, the cadres and the training implementation organization. The assessment of training quality should first meet the needs of the Party and government; thirdly, the generating process of training quality is dynamic. It has its own objective law and is subject to many internal and external factors. Chapter Two The Construction of Training Quality Assurance System. It mainly explains the theoretical basis, goal and concrete operations of the construction of training quality assurance system. Training quality assurance system is a quality monitoring and evaluating system which is established on quality activities. The training quality assurance system is constituted of external quality assurance system and internal quality assurance system, each of which has clear division of labor to safeguard the training quality.Chapter Three Specific Strategies to Guarantee Cadres Training Quality. It aims to propose concrete measures to promote cadres training quality according to different subjects. Firstly, it is the Party committees, government and cadres training authorities who should establish scientific training concept to further perfect and strengthen the construction of cadres training system as well as the institutional mechanism. They are also responsible for optimizing the training resources so as to improve the macro-management of cadres training. Secondly, as the main responsible departments, the Party school and School of administration should establish scientific education concept, improve the trainers'ability, and build a sound operational mechanism of teaching as well as pay attention to curriculum development so as to improve the training ability. Thirdly, measures should be taken to exert the participants'initiative such as creating training-supporting atmosphere and designing teaching activities that conform to adults'characteristics.Chapter Four Theories and Practices Relevant to Training Quality Assurance. It mainly introduces the practices and quality assurance activities developed both at home and abroad as well as relevant quality assurance methods and standards as references for the cadres training quality assurance.On the basis of full argument, the paper reached the following conclusions: Firstly, it is urgent to improve the training quality and ensure that the cadres training takes effects; Secondly, it is the premise for the improvement of training quality to give a scientific and accurate definition of the connotation of training quality, explore the training quality generating process and identify the influencing factors; Thirdly, the establishment of the training quality assurance system is the urgent need and innovate path for improving the training quality; Fourthly, it is of great significance to improve the training quality from the three key factors: leadership, teaching ability and the participants'initiative; Finally, it is useful to learn from the experiences and results gained in the field of training quality assurance both at home and abroad to promote China's training quality assurance activities.
