In the new century,the construction of new socialist countryside and the development of agricultural modernization in China have been steadily advancing,and the comprehensive quality of farmers has become more and more significant to the sustainable development of rural society and agricultural economy.To this end,the state has implemented a series of policy documents and measures aimed at strengthening the training of new professional farmers and promoting the development of modern agriculture,and has achieved a significant training effect.The policy documents such as the plan for the cultivation and development of new professional farmers of whole country,the performance assessment index system of new professional farmers of whole country(Trial Implementation)have been introduced and implemented especially,and the policy conditions for vigorously implementing the quality training of the new professional farmers are becoming more and more mature.As a typical agricultural province in central China,the economic status of Hubei's agricultural industry is very important.Its rural area is vast and its agricultural population is large.In order to promote the quality training of new professional farmers,Hubei Province,on the basis of the central relevant policies,combined with its own concrete practice,formulated and implemented a series of supporting policy documents,such as “the development plan of the new vocational farmers in Hubei(2016-2020 years)” and “the implementation plan for the cultivation of new vocational farmers in Hubei”,and the quality training of new professional farmers.It is a good opportunity for the quality training of new professional farmers.Through continuous efforts,Hubei province has made gratifying achievements in the quality training of new professional farmers,and obtained the approval and support of the vast majority of farmers.At the same time,there are still a series of problems in the concrete training practice.It is necessary to adhere to the problem oriented and further explore the good strategy of optimizing training.This article mainly uses the methods of literature research,comparative analysis,theory and practice combination method and makes an in-depth analysis of the propositions of the quality training of new professional farmers in Hubei province.The article combs related concepts of new professional farmers and clarifies the basic connotations,main features and important significance of the new professional farmers.New professional farmers are the professional ones technology and culture diathesis,moral quality,management quality and legal quality.The research results show that the basic quality of rural residents in Hubei is far from satisfactory.In terms of farmers' physical quality,the health condition,nutritional condition,the ability to resist disease are all relatively poor.In terms of science technology and culture quality,farmers generally have a low level of education.The ability to apply science and technology is also uneven.Farmers' the ability to apply science and technology in the plain area are higher than farmers in mountain.In terms of moral quality,the vast majority of peasants have inornate nationalism and support the principles and policies of the Party and the State.A few peasants have a certain feudal thought and their stereotyped views need to be changed.Some farmers have a heavy sense of smallholder and small-scale production.These farmers do not pay enough attention to national policies.In terms of management quality,it is mainly reflected in the following three points.The first is that the sense of farmers' market information is weak.Farmers' ability of market information collection is limited.The second
