Based on the Variable Fuzzy Sets Decision making Theory established by Prof. Chen Shou yu, the writer tries to use the theory to study and resolve the related military decision-making problems of large formation in the background of large formation air defense fight at sea. The writer expatiates on the background of choosing task, the air threat circumstance, military physical process of large formation air defense and related fuzzy decision-making theory and method in this paper. The problems about forming, threat judgment, force disposing and fire distribution in large formation air defense have been resolved, meanwhile the applicability and validity of Variable Fuzzy Sets Theory in the field of military decision-making have been proved. The results are as follows:Air threat which large formation will be faced with in the future is very severe. Military physical process of large formation air defense is a complicated systematic project which involves such auxiliary decision-making problems as forming, threat judgment, fire distribution, attack and defense efficiency evaluation, and it has typical characteristics of decision-making such as multi-layer, multi-mission, multi-attribute, multi-objective and non structural. Because of the usabiliting and lagging of theory and methods, especially the closure of military field, though there are many research findings on decision-making theory at present, only limited research findings are applied to realistic project. The products of this paper are of practical value not only to extending fuzzy decision-making theory and application but also to resolving many other decision-making problems in complicated military field.The multi-objective fuzzy optimization model and forming method, whose objective are improving the ability of large formation air defense fight, are proposed in this paper. The shortage of combining the quantitative and qualitative factors during former decision-making and problems of handling the related decision-making targets during process of making forming scheme and optimum-seeking are resolved. Theoretically it's more precise that the writer uses non-linear relative membership degree as weight coefficient of decision-making variable (formation backup ship) in building models,and the physical meanings of objective function are clearer. The method to handle decision-making personnel who join in optimum-seeking is non-equal weight. The optimum-seeking method of ranking models is better than using models directly by contrasting.Based on variable fuzzy clustering optimum-seeking theory and methods, the writer does the research on objective threat judgment from present research, objective type clustering identification, variable fuzzy evaluation of objective threat degree, discriminating objective attacking direction, and enriches the evaluation method of objective threat level by dual semantic.The core of air defense fight is forces disposing and fire distribution. The writer does the research from present research at home and abroad, air defense optimization on disposing of escort ship and large plane,fire distribution optimization by using multi-objective variable fuzzy optimum-seeking theory. The corresponding criterion of forces disposing and fire distribution, the mathematical models, the calculation and comparing, the analysis conclusion are proposed in this paper.
