This thesis will take right, power, interests, obligations as a horizontal line, and the politics, economy, culture, social changes and national development as a vertical line to discuss the practical problems of the regional autonomy of minority nationalities. The case study of the thesis selected Oroqens'Autonomous Banner, the banner with China's many districts of the regional autonomy of minority nationalities has the common issues of rich resources, economic and social development backward. The banner's distinctiveness is the national forestry development system constrains the development of the banner and Oroqens, the administrative districts Jiagedaqi and Songling aren't the jurisdiction of the banner. The banner's autonomy is influenced by the autonomy of the Inner Mongolia Autonomous Region.The political part will probe into the administration of the autonomous banner, legislation, administrative districts in consonance with administrative jurisdiction, ethnic minority cadres, the political process and the legal basis of banning hunting. The main problem is poor operability of autonomy.The Economic part mainly involves in fiscal and economic development, changes in Oroqens'mode of production, national resources exploitation and the rights of the banner and Oroqens, the restraining factor of economic development and ecological protection, etc. Culture part mainly discusses the influence of the evolution of Oroqens'production mode and the social change in culture, the Oroqens' ethnic cultural heritage, protection and rescue and so on. Social part, from the population growth, social organization, food, clothing, weddings and funerals, mind-set, religious worship and other aspects of social change in Oroqens to discuss the problems in the process of Oroqens' social change and the nationality development. Finally, discuss the development and improvement of the system of regional autonomy for ethnic minorities.At the first decade of the banner, the national regional autonomy is mainly the "autonomous", dealing with the modern nation-state Orogen relations; When Oroqens as a "minority", the system of regional ethnic autonomy dealing with the relation between nationalities in the banner at the same time. Though with the small population, the system of regional ethnic autonomy in a strong position is conductive to compensate for their disadvantaged economic and cultural, which is conducive to ethnic equality, also contributed to the banners of all ethnic groups within the geographical identity. The process of dealing with the relationship between modern nation-state and Oroqens is also the process of cultivating their sense of citizenship.The regional autonomy for nationalities system and "Law on Regional National Autonomy" is considered and taken into the diversity of national and regional development and promulgated. Taken by Oroqen settlement of our country, converting and other measures to bring about social change Oroqen series of problems with the adjustment, it indicates that regional ethnic autonomy system in practice leaves contrarily with the actual legislative spirit.The regional autonomy of minority nationalities is more described as national autonomy in The Constitution and Law on Regional National Autonomy. In practice, the policy makers and implementers also from the perspective of national autonomy to consider policy enactment and implementation, pay attention to guarantee rights and sufaguard interests, lack for obligation, will stimulate nationalism of nationality that self-rule. In the "regional autonomy", the rights and interests in the national autonomous area will inspire the localism. Decentralization and interest concessions in accordance with the Constitution and laws, more importantly is to rely on local economical development to eliminate the nationalism and local sentiment.
