To training ethnic minorities'cadres is one of the consistent policies of Marxism and is key to uphold national equality, practicing minority regional autonomy, to promote the common prosperity of each minority and thoroughly solve the minority problem in China. Based on the unity of ethnic minority cadres'cultural attributes and political attributes, ethnic minority cadres hold on a special status and role in dealing with ethnic affairs. CCP and the state leaders have emphasized the importance of training and fostering the ethnic minority cadres repeatedly. Thus, after the founding of China, CCP began to train a large quantity of ethnic minority cadres through ways of revolutionary practice, cadre schools, and colleges and so on. The latest data shows that the number of ethnic minority cadres in China has reached 2,910,000.Most of the minority groups in China mainly are located in the mid-west region of China. Due to the large gap existing between the mid-west region and eastern region, minority groups'development and its regions'development are the premise of the whole country. So, minority area's economic and social development requests ethnic minority cadres training practice in different aspects.In the new era, the international situation is complex and severe. Competition between countries shifts from political and economic fields to cultural and ideological fields. The effective integrating in national level, the development and reviving of the Chinese nation, common prosperity of different ethnic groups are all facing a severe test. Ethnic minority cadres working in the front of ethnic minority field are facing new challenges. How to training ethnic minority cadres, using what content, by which forms become a key or even a crucial issue.According to recent relevant researches, papers pay more attention to the combing of the theory and policy on ethnic minority cadres, to discuss the importance of education or training practice of ethnic minority cadres, and to analysis the problems in the process of ethnic minority cadres training, and to put forward to specific measures to adjust and develop the ethnic minority cadres training. Some scholars study on ethnic minority cadres in different ethnic minority areas, or on certain group of ethnic minority cadres by investigation, and also make some suggestions and countermeasures. To methods used, literature review and questionnaire are two main. In a word, there are a lots which can be borrowed and learned from existing researches and papers, but to perspective of the study, research methods and systems study, there is room to innovation.Under the national integration system, this research takes the minority nationalities as one of considerable interest groups, uses theories in the field of ethnology, educational sociology, anthropology, ethnological politics and other theory related, chooses social development in minority areas as perspective of the study , takes ethnic minority cadres training practice as object of the study, which is one of the influencing factors to minority area's social development. Being main body of ethnic minority cadres training practice, this study tries to state the ethnic minority cadres'irreplaceable role in promoting social development in minority areas on the base of a large number of literatures and detailed materials from fieldwork, and expresses that ethnic minority cadres training practice takes ethnic minority cadres act as the carrier and the media of advanced culture, and helps advanced culture diffuse and spread into minority areas, which cause minority areas'social development as well as economic society's development of minority area. On this basis, aiming to the ethnic minority cadre's quality and quantity, this study further analysis ethnic minority cadres training practice's pattern, mechanisms and content, and puts forward some suggestions and countermeasures by the end.The full text altogether divides into three parts, which are introduction, main body and conclusion:The first part is introduction, which has states reasons for choosing the topic, the theory foundation, the research goal and the significance, the research literature related, the research frame and the method, field inspection and fieldwork procedure, the related concept, as well as possibly existed innovation and shortage.The second part includes the first chapter to the fifth chapter .The first chapter has combed the practice of the Communist Party of China to cultivate the ethnic minority cadre since the party-building, as well as in each different time in view of social development, particularly multi-national area social development reality, to adjust and transform the training methods, training content, training channels and so on, and highlight different requirements and adjustments of minority cadres training in policy and practice at various times.The second chapter elaborates the ethnic minority cadre's essential effect to the multi-national area's social development from four aspects of the political construction, the economic development, the cultural reconstruction as well as the society construction by materials and data from fieldwork. Social development in ethnic areas is not only derived by the drafting and developing of national policies, but also including the political elite (political leaders, cadres) who are the most central element of promotion and realization of the development to carry out effectively The third chapter states present questions which exist in the quantity and the quality of ethnic minority cadre through the real diagnosis material and cases, and analysis reasons for these questions from aspects of contents, ways, mechanisms, patterns.The forth chapter regards our country's ethnic minority cadre's culturing as innovation which will be the a solution to the ethnic issue, takes person's development as the core cultivating idea, and carries on innovation in ethnic minority cadre's cultivating practice, in order to improve the quality of ethnic minority cadres, and better promote social development in ethnic minority areas.Conclusion summarizes the main viewpoints chiefly.
