The report of the 19th National Congress of the CPC emphasized "casting the consciousness of the Chinese national community" and wrote this compliance into the Party Constitution.The 2018 Constitution Amendment used the concept of "Chinese nation" for the first time.More and more it has become the common will and fundamental compliance of the CPC,all ethnic groups' people across the country.Minority cadres have a natural closeness advantage in cultivating the consciousness of the Chinese national community of ethnic minorities.The party and the country have given preferential treatment to the selection,appointment,and training of minority cadres.With the implementation of the party and national policies and policies in ethnic areas,minority cadres have increasingly become the main force in cultivating the consciousness of the Chinese national community among ethnic minorities in ethnic autonomous areas.Therefore,the development and improvement of policies for ethnic minority cadres and the research on the status of ethnic minority cadres in shaping the awareness of the Chinese national community are a very important research topic.This article uses Marxism-Leninism theory of national equality as a guide,and uses historical research methods,literature research methods,quantitative analysis methods,and other research methods to explore the theoretical support and realistic basis of Chinese minority cadre policies.First,it analyzes the Marxist theory of national equality and the national feudal policy of the Chinese feudal dynasty to clarify the theoretical basis and historical origin of the research in this article.On this basis,it elaborates on the specific institutional arrangements of Chinese regional ethnic autonomy system and the requirements of ethnic equality principles for minority cadre policies,and clarifies the special advantages of ethnic minority cadres in handling ethnic work and forging the awareness of the Chinese National Community.Secondly,the policy content is specifically interpreted from five aspects regarding the selection policy,proportionality policy,training policy,care policy and women's cadre policy of ethnic minority cadres,with a comprehensive understanding of the ethnic minority cadre policy,and clarification of the ethnic minority cadre policy The efforts made by the Chinese National Community consciousness.Finally,any policy inevitably has some problems in the process of germination,development,and improvement.A comprehensive study of minority cadre policies should point out the problems in the formulation and implementation of the policy.From the awareness of the Chinese National Community,top-level design,Various dimensions such as the perfection of supporting mechanisms have put forward the development direction and specific suggestions for improving the policies of ethnic minority cadres,as well as personal opinions on the current mainstream views on handling ethnic relationsAccording to the research of this paper,minority cadres have special advantages in promoting economic development,social stability,and ethnic harmony in ethnic autonomous areas,and are the key force in the development of economic and social construction in ethnic autonomous areas..Although the implementation of the current policy of ethnic minority cadres is likely to lead to "spill-over effect" in certain historical stages and social contexts,,it is undeniable that ethnic minority cadres have a unique position in handling ethnic work.In the short term,the policy of improving ethnic minority cadres cannot be "one size fits all",and the path of replacing "ethnic preferentialities" with "regional preferentialities" is not feasible.It should be adjusted and perfected step by step on the premise of safeguarding the interests of all citizens in ethnic autonomous areas,focusing on cultivating ethnic minorities The civic awareness of the masses and the sense of identity of the Chinese National Community.
