Chapter3analyzes four main factors which make an impact on social development in ethnic minority areas——natural and geographical factors, cultural factors, science and technology education, system and policy factors, and then analyze essential features and functions of policies toward ethnic minorities, and the interaction between China’s ethnic policy and Social development in ethnic minority areas. Chapter4mainly discusses the difficulties and challenges we face, which exists in practice of social development in ethnic minority areas and policies toward ethnic minorities.
