The Political Vision Of Contemporary Chinese National Work

In recent years, the comments to Chinese multi-ethnic politics pattern in the academic circles tend to be diversified, on the other hand, Chinese government insists firmly on the contemporary multi-ethnic politics pattern. In this background, it is extremely necessary to further our study to Chinese multi-ethnic politics pattern, and "ethnic work" is regarded as an important angle to this study. Multi-ethnic politics and ethnic work are both developed and carried out for the goal of resolving ethnic problem. They are not only related logically with each other, but also interacted in practice. Making an integrated study to multi-ethnic politics and ethnic work will help us to understand some related phenomena completely, correctly and profoundly. Therefore, combining these two types of researches together, this paper studies ethnic work of the mainland of China since the establishment of PRC in 1949 through the method of ethnic theories study and ethnic-politics. This paper emphasizes on the theoretical analysis to Chinese ethnic work from the angle of politics, meanwhile, it makes a truth analysis to Chinese multi-ethnic politics from the angle of administration, attempting to provide a new way to understand Chinese multi-ethnic politics and ethnic work, furthermore, it gives some ideas to improve Chinese multi-ethnic politics pattern.This paper makes a distinction between "ethnic work" and "multi-ethnic politics" from two angles of view, one is "society—state ", and the other is "politics—administration". In the angle of the former, Chinese multi-ethnic politics is the interrelated political life of the entity of 56 nationalities, and ethnic work means Chinese government' activities of managing ethnic affairs. In the angle of the latter, the management of ethnic affairs was divided into two segments: one is the multi-ethnic politics, which expresses the idea of state, and the other is ethnic work, which executes the idea of state.There are six chapters in this paper:Chapter one, "The institutional platform for ethnic work: the contemporary pattern of Chinese multi-ethnic politics". This chapter mainly studies the formation of the contemporary pattern of Chinese multi-ethnic politics, and its theory system, policy design and institutional arrangement. It analyzes the system platform on which the ethnic work runs and turns around.Chapter two, "The system environment of ethnic work: the subjects of contemporary Chinese multi-ethnic politics". This chapter mainly studies the Chinese multi-ethnic politics from the function and the relationship of its subjects, such as party organization, state institution, work departments, the elite and the populace and so on. It analyzes the system environment in which ethnic work is carried out.Chapter three, "Ethnic work changes history: the legitimacy analysis of contemporary Chinese multi-ethnic politics". This chapter mainly studies the establishment of the legitimacy of multi-ethnic politics of four different eras. First, right after the establishment of the PRC. Secondly, in the era controlled by the "left" route. Thirdly, in the era executed the policy of reformation and opening. And finally, in the new stage of this century. It analyzes the causes of developments and changes of ethnic work from the view angle of legitimacy establishment.Chapter four, "The process of carrying out ethnic work: the validity analysis of contemporary Chinese multi-ethnic politics". This chapter mainly studies some links in the process of carrying out ethnic work, such as the declaration and summary of benefits, the formulation and consultation of policy, and the execution and supervising of policy. It also points out the relationship between process optimization of ethnic policy and the validity promotion of multi-ethnic politics. It analyzes the daily operation flow of ethnic work from the angle of "validity".Chapter five, "The basic structure of the ethnic work: the government behavior in contemporary Chinese multi-ethnic politics". This chapter briefly studies the actions and achievements of Chinese government inethnic work, such as the actions to promote economic developments and the social undertakings in the minority-inhabited regions , to positively defend ethnic unity, to train and employ minority cadres and so on. It analyzes the stable pattern of contemporary Chinese ethnic work.Chapter six, "The main mechanism of ethnic work: the government behavior standard in contemporary Chinese ethnic politics." This chapter briefly studies the ethnic work's progress in scientization, legalization and socialization. It also analyzes the government's innovation and adjustment to the ways of carrying out ethnic work in this modern era.These six chapters can be divided into three logically related parts. The first two chapters analyzes how and in what degree the multi-ethnic politics decides the appearance of ethnic work. Chapter three and four analyze the services applied by ethnic work to match the multi-ethnic politics requirements. And the last two chapters studies the present status of ethnic work formed in the interaction of politics and administration.In the conclusion, the author appraises the effects of Chinese ethnic work from the angles of "society—states" and "politics—administration". It also briefly analyzes the challenges to ethnic work and the development strategies of Chinese multi-ethnic politics. At last, the paper concludes that the present pattern of Chinese multi-ethnic politics has already been more mature than before, and it is still necessary to maintain its stability and improve its function. The developments of Chinese multi-ethnic politics should choose the path of "Stabilizing system, perfect mechanism, deepen work, and increasing development", merging the politics development into the administration development, and trying to achieve the steady development of multi-ethnic politics through strengthening the ethnic work.
