| The research of Legal ontology, originated from the combination of AI and Law, was pushed by the construction of e-government and Legal informatization. There are many typical legal ontology projects that rely on large governmental informatization programs.The research about legal ontology began earlier in the foreign country, and now it has accumulated very rich theories and cases. The research contents focus on the construction and application of legal ontology, legal information retrieval on the web, the design and accomplishment of legal expert knowledge system and so on.Land law ontology is a legal ontology about the specific legal domain. It has the following research significances:(1) organize and structure legal information in land management domain; (2) helpful for land law ontology reasoning and problem solving; (3) the basis of semantic indexing and search of land law information; (4) semantics integration and interoperation between Heterogeneous systems; (5) help understanding the knowledge of the land law domain. The main contents of this dissertation are as follows:Firstly, the theory basis is summarized.1) The theory of ontology is introduced. Legal ontology research is the ontology research in the finally analysis. With the maturity of ontology technology, this dissertation concludes the concept, language, method and tools of ontology providing the solid basis for land law ontology construction.2) Some useful legal theory is described. It is not true that there is no relation between legal theory and legal ontology; on the contrary, there is intense relation between them. The former is the guide for the latter, and the content of former is the problems focused by the latter. So the summary of legal theory provides the theory basis for the legal ontology construction. Some related legal theory is briefly introduced for directing land law ontology construction, such as fundamental principles, legal structure and content, legal language and so on.3) The overview of legal ontology research. This dissertation carding sorts out the existing legal ontology theory, such as the advantages of legal ontology in expressing legal knowledge, the types of legal ontology and the typical cases of legal ontology. Secondly, this dissertation analyzes the land law domain based on ontology. The classification and modeling of Land law knowledge which is huge and miscellaneous is both the premise of land law ontology construction and the necessary basis of land law ontology reasoning. The concept, legal sources, adjustment object and main features are introduced. Land law is a series of relevant regulations and general social relations. The summary of existing land law structure, land law norm classification and land law knowledge is essential. Based on land law elements, the land law knowledge can be divided into land policies, land law principles, land law rules, land law concepts, land regulations and standards. The relation between FOLaw(Functional Ontology for Law) and different classifications is introduced. The formal expression of land law knowledge is discussed based on comparison of methods of legal knowledge.Next, this dissertation puts forward the method of land law ontology construction. This chapter elaborates the scope and construction principles of land law ontology. Land law ontology uses seven steps method to construct by the tool protege and in OWL. The LRI-Core and DOCLE are introduced as reuse ontology. The important terms of land law and the method to expand are identified. Based on the roles and nature of legal concepts the land legal concepts are formally expressed. Reference for LRI-Core and DOCLE, the categories of land law ontology contain physical entity, mental entity, role, abstract entity, occurrence and quality.Finally, the land law ontology reasoning is discussed. It is necessary to research land law ontology reasoning because of the important position of legal reasoning in law domain. By the method of conceptual frame-based ontology for the law this dissertation analyzes the land law articles the results of which are translated into ontology rules in SWRL. The reasoning mechanism of land law ontology is discussed based on the introduction of legal reasoning. At last, the prototype system which preliminarily realizes land law inquiry and land law consultation is built. |
