All kinds of emergencies are hard to avoid.Emergency managers need to know the latest situation,make the right decision in the shortest time,and actively carry out rescue activities with relevant departments.Emergency resource scheduling system becomes an indispensable management tool for emergency managers.On the one hand,most of the traditional emergency resource scheduling systems lack semantic relevance and fail to give full play to the role of the system.On the other hand,with the increase of emergencies,the operating efficiency of the system gradually decreases,and it is extremely urgent to improve the efficiency of the system.And emergency cases and emergency plans related to emergencies can often provide great help for emergency managers.However,with the increasing number of emergencies,relevant emergency cases and emergency plans will be more and more.How to use the information efficiently to provide convenience for emergency management is an urgent problem to be solved.The appearance of ontology technology provides a new way to solve the problem.This technology can be used to solve the explosive growth of knowledge and semantic relevance of information.The introduction of related ontology can largely ensure the coverage and accuracy of information.By introducing the concept of ontology into the emergency domain,knowledge reuse in the emergency domain can be realized.In this paper,an all-new design and implementation of emergency resource scheduling system is carried out based on ontology.The framework of emergency resource scheduling system is proposed.The emergency domain ontology model is established and the ontology database is created.The ontology database is divided into emergency ontology database,user role ontology database,emergency domain ontology database and material ontology database.Semantic association between emergency case and emergency plan through ontology can provide relevant cases or plans with high reference value and reuse value for emergency managers to a large extent,and provide help for the final decision.In addition,case database,plan database,emergency database,personnel database and material database are established.Reasoning functions(case-based reasoning and rule-based reasoning)are added in the functional design.Rule reasoning can ensure the correctness of reasoning,case-based reasoning can provide more information.Reasoning can improve the system to provide comprehensive and accurate information.The rule engine(Drools)is used to implement the rule inference,and the performance of rule inference is optimized by the ontology.This paper combines the query of ontology to make the case-based reasoning cases more comprehensive.The combination of rule reasoning and case-based reasoning is adopted in the comprehensive reasoning and the connection between cases is quantified by similarity calculation method.Finally,the established ontology is evaluated qualitatively and quantitatively,and the system is evaluated by fuzzy comprehensive evaluation method.The developed emergency resource scheduling system proves the feasibility and efficiency of the query.Emergency managers can plan the scheduling of emergency resources through the obtained plan information and case information,give full play to the role of emergency resource scheduling system,and reduce the impact of emergencies on social development.
