After20years of New Public Management movement, a new round ofgovernment reform movement which names Post-New Public Managementmovement began in western countries since the1990s. The emergence of Post-NewPublic Management has very complex reasons. First, the New Public Managementtheory has many contradictions and deficiencies in practice. It results a series ofquestions: Decentralization Reform brings about the full political control weakened,operation control, poor coordination and lack of capacity; the establishment of a largenumber of single-mission agencies causes the cracking of public sector organizationsand the fragmentation of public services; privatization reform led to the giving-up toinherent responsibility of government, decline in the quality of public services,monitoring difficulties and other issues. Secondly, the rising of Post-New PublicManagement has relationships with the advent of risk society, the natural and socialaspects of public crises become more frequent and the public demand for publicservices to change. In addition, the development of information technology, especiallynetwork technology, provides technical conditions to Post-New Public Management.New public management based on Public Choice Theory, InstitutionalEconomics Theory; then the Post-New Public Management rejects the basis of thesetheories, learns Public Value Theory, Coordination Theory, Governance-by-NetworkTheory, the Whole of Government Theory as well as Seamless of Government Theoryand other contemporary important science and social science theory as theirtheoretical basis. The important reason of The Post-New Public Management has beenable to amend and re-reform the New Public Management, lies that the Post-NewPublic Management broke through the theoretical basis of New Public ManagementTheory. In the new social context, the Post-New Public Management, With the conditionsand means of information technology and other means, does a full breakthroughs andcorrection of new public management issues in practice in three aspects: Within thegovernmental structure in the vertical dimension of the relationship, it emphasizes onstrengthening the control and re-centralization of power to address issues such asweakening of political control; within the governmental organizations in thehorizontal dimension of the relationship, it emphasizes the synergies between thesame organization and different departments to solve the agency cracking and thefragmentation of public services and other issues; in the relationship dimensionbetween governmental organizations and other public service organizations, itemphasizes to solve the failure of privatization reform by re-governmentalization andgovernance-by-network.To a certain extent, the Post-New Public Management beyond the New PublicManagement: First, it remodels the value of NPM, replacing the economic value withpublic value; The second is power restructuring, it strengthens the political controland re-centralization to change the reform of decentralization; Thirdly, it restructuringby collaborate and integration to avoid cracking; At last, it reconstructs therelationship from privatization to governance-by-network. The Post-New PublicManagement has some inspiration to contemporary Chinese government reforms. But,it also has some shortcomings, such as the theoretical Premises, theoretical ideas andshortcomings that exist in practice. The most critical of them is the theoreticalPremises which exist in many previous theories of public administration as soon as thehistory of administrative theories is concerned. The future development of the theory ofpublic administration must break these theoretical Premises by change rationalconstruction to social construction.
