The administrative accountability system is an accountability system to supervise theperformance of government departments and officials. The implementation ofadministrative accountability system is conducive to standard the operation ofadministrative power, to urge the government and staff administrative responsible, topromote a clean and efficient government, to promote the social democratic process. Theimplementation of the accountability system has made great achievements, but alsoexposed a series of problems since2003.Analyzing China’s administrative accountabilitysystem reform with the post new public management theory has the positive impact to thereform of the administrative accountability.There are some problems in the process of administrative accountability system inChina, such as, consubstantial accountability, the rule of man tendency and accountabilitysystem is not perfect and so on, resulting in illegal and improper administrative behavior isnot effectively regulate and punish, these problems seriously hamper the construction ofresponsible government and expose a lot of defects in the government management,responsibility is not clear, the lack of honesty and the official management is loosely,these suggest the reform be imperative. The pressing matter of the moment to China’sadministrative accountability system reform is using the new public service theory, thegovernment theory and the theory of network governance, to explore a set ofadministrative accountability system, which is suitable to China’s national conditions, andthe current economic and political environment. The basic dimension of our accountabilitysystem reform should choose accountability program refinement, accountability system,accountability object clarity, accountability process transparency and accountabilitysubject public to solve to the existing problems of China’s administrative accountability.On this basis, we must take effective measures to ensure administrative accountabilitysystem reform of health, efficient, orderly. The measures concludes strengthening theadministrative accountability culture construction, improving administrative accountability mechanism, setting up the third party evaluation system, perfecting thelegal system.This article uses many kinds of research methods to research on the reformation ofthe administrative accountability system in china. Using the method of contradictionanalyzes the phenomenon objectly, a contradiction between efficiency and fairness whichis exiting in China’s current administrative accountability system, holding a correct viewof different contradictions that the different value orientation in officials; Causal analysismethod analyzes the reasons of the existing problems in China’s administrativeaccountability to predict the future development direction and trajectory. Empiricalanalysis method researches achievements, weakness and the causes etc of administrativeaccountability system in China.
