The evolution of human society has experienced a long history from barbarism to civilization. Accordingly, system philosophy has played an important role in promoting the construction of social order at large and the consensus of interpersonal relationships during the progress of the development of human civilization. However, we have paid great attention to such concepts as system ethics, system morality and system culture, we have laid few stress on system spirit. Therefore, what is system spirit, whether we should go further study or not and how to cultivate system spirit, and so on. To answer above questions will not only initiate our deep thinking on whole system construction, but also solve efficiently the dilemma and challenges from the political practice.This article mainly uses such methods as history-logic, literature analysis, case study, comparison method, new-institutionalism, and so on. We try our best to construct a rough framework on system spirit based on the analysis and carding of the fragmented materials from home and abroad thinkers in order to deal with practical challenges efficiently. We expect to gradually enrich and perfect theoretical thoughts on system spirit to lay a stable foundation for system spirit framework. While we know deeply the difficulty of the construction on theoretical framework and should have the courage to bear the criticize and questions from all respects. So the author try to use very cautious attitude to analyse the concept, the origin, the characteristics, the functions and cultivating mode of the system spirit with limited personal capacity, always around the core terminology system spirit to elaborate some concerned problems. Although this is a framework which is rough and imperfect, it has been modified and corrected for many times.New institutionalist think that, system include not only formal systems, but informal systems such as convention, social habit, and so on. Accordingly, system has two forms of expression, that is, formal system spirit and informal system spirit. The birth of formal system spirit is inseparable from the formal system. The worship for formal system has created the tradition of centering on system, the spirit of rule of law in western countries is bright embodiment of formal system spirit. The birth of informal system spirit is closely connected with social conventions and habits of people's daily life. The worship for conventions and habits has created the tradition of centering on ceremony, the spirit of rule of man in China is the true portraiture of informal system spirit. It is no doubt that these two kinds of system spirits have played positive role in its respective society. Nowadays, in contemporary Chinese national condition, formal system spirit is what we want urgently. Therefore, to cultivate formal system spirit combined with informal system spirit is an important and urgent task for the progress of our modernization. The way is:we should take such three factors as man, system and time into consideration to combine the formal system spirit into our political field with the interweaving of three different modes, leader-oriented mode, public-oriented mode and intellectual elite-oriented mode, and to set up the "system benchmark" to enlarge the effect of positive infectious of system by means of time to strengthen and consolidate the progress of formal system spirit.
