Public spirit is a vague and abstract concept.Experts and scholars have differentunderstanding and definitions to it.Whether public spirit is a value-oriented or a basicbehavior, in our real life, it relates to the fields of politic, economy and culture, seepinginto our public life and becoming a basic quality to a harmonious society. As for themanagement of state and social affairs, the government’s image endorsement of thisgroup of civil servant whom being a benchmark bannerwhich affects the credibility ofthe government.This paper demonstrates the situation from the current state of civil servants.Thenfirst analyzing the basic characteristics of public spirit, such as people-centered conceptbasically estblished, public services awareness aregrowing,and the administrativeconcepts are strengthened. Because of inadequate institutional and some civil servantsto be bound by ideology leading to the presence of some civil servants lacking ofpublic spirit.But not all civil servants are lack of public spirit, with the analysis of thereason and exploring the contents of public spirit, the spirit of civil servants towards tothe good trend. The main paper usedthe literature analysis and case analysis whichbased on the relevant case more convincing. At the same time, analyzing the currentsituation of China’s public spirit and learning from foreign advanced civil servicesystem nurturing the spirit of the of public philosophy, training methods of learning andsummarizing the basic trend of foreign civil public spirit of change.Finally, a review ofthe basic loyal system of civil servants to cultivate public spirit. From the concept ofhuman resources management model to make countermeasures and feasiblesuggestions for cultivating the spirit of public civil servants.
