Study On The Drug Crime Prevention System

Now in the severe situation, the study on the drug crime prevention system is the need of the anti-drug theory and the new strategy. According to the vector theory and its two corollaries, we outline the ideal form of the drug crime prevention system, and analyze the prevention system about the five plans of the anti-drug strategy, the comprehensive multi-disciplinary and the drug crime of comprehensive management. On this basis, from the vision of the international drug control conventions and the actual situation of the anti-drug efforts, we achieve the organic combination of the three prevention levels about the "before, during and after"and the two main lines about the reduction of supply and demand, and construct a grid of the drug crime prevention system.The paper is divided into five chapters.Chapter 1:Introduction. The significance, background and thinking for the drug crime study. Chapter 2:Introduction to the drug criem prevention system. We define the relevant concepts, propose the vector theory and its two corollaries, outline the ideal form of the drug crime prevention system, and analyze the three above-mentioned prevention systems. Chapter 3:Prevention in advance. Constructing the drug crime prevention measures in advance, such as the change of the drug education and the improvement of the anti-drug legal system. Chapter 4:Signs of prevention. In order to eliminate the high-risk groups, high-risk areas and high-risk origin of the drug problem, we build a monitoring and early warning mechanism and develop an education program about the prevention of the youth drug abuse. Chapter 5:Relapse prevention. On one hand, to keep the addicts away from the drug, we improve the treatment model and bulid a firewall to prevent drug relapse. On the other hand, we increase the criminal sanctions for the drug-related crimes to prevent the re-offending.
