As an international crime, drug crime like a plague has spread all over the world, almost every country has suffered a serious threat to the health of the human body and the development of mental health. At the same time, all kinds of crimes caused by drugs are also increasing, which has greatly destroyed the social harmony and stability. Drugs are regarded as one of the global public hazards that the human development and the fight against drug crime is a common concern of the people all over the world. Since ancient times, it was under the influence of drugs against the Chinese people for drugs more hated, combat and eliminate drug-related crimes, which most Chinese people wish. But the fight against drug crime is a very difficult task, due to the restriction of domestic and foreign factors, drug crimes in our country from basically wiped out to the increasingly rampant, hazards range from local to national, in the past, mainly through cross-border drug trafficking, and now the development of domestic consumption of drug and transit drug trafficking. The transition from traditional drugs to new drugs, and integrating manufacturing, trafficking and abuse in one, has been defeated drug problems quietly come again. And showing the source of drugs, "long entry, full penetration", harm to our country is becoming more and more serious; The number of the drug addicts has increased year by year, and the youth market is increasingly large; Increasingly diverse types of drugs, the new drug crime highlights; Drug manufacturing and drug trafficking activities rampant, a large number of precursor chemicals into illicit channels; The serious consequences of drug abuse, causing a variety of social problem and other characteristics.In this paper, we discuss and draw lessons from the three important international anti-drug conventions and the regulation of drug crime in foreign countries, based on the actual situation in China, put forward some proposals in improving China’s anti-drug related legislation, the science of law enforcement, extensive international cooperation and so on, in order to combat drug crimes, curb drug crimes, finally to eradicate drugs harm beneficial for all mankind.This paper is divided into five parts. The first part is an introduction. This part introduced the background and significance of the selected topic, overseas and domestic research status and main research methods and innovation points. The second part, first of all introduced the concept of the drug, and then put forward the concept of the drug crime, elaborated the reality of the serious situation of drug crime from the domestic and international two aspects. The third part, studied the international society and the extraterritorial punishment of drug crimes legislation, based on the three international anti-drug conventions and the advanced legislative measures of other countries to punish drug-related crimes, and summarized. The fourth part, a connecting link between the preceding and the following, on the basis of the third part introduced the relevant provisions on the punishment of drug crime from the early anti-drug legislation in our country, the current criminal law and the drug laws of the People’s Republic of China, and expounded the status of China’s anti-drug law enforcement and the status of international cooperation in drug control, and then put forward some questions of punishing drug crimes in our country. The fifth part, under the perspective of the international anti-drug conventions, proposed the legal thinking of punishment for drug-related crimes in our country, from two aspects of legislation and law enforcement to put forward the legal advice on the perfecting punishing drug-related crimes, and the fight against drug crimes should continue to strengthen international cooperation.
