Chinese Harmonious World Policy And Its Implications On China-Southeast Asia Relations

Most international politic scholars and international relations theories discuss whichsystem is better to make world peace and stable, how states protect their security andmaximize their national interest, and why their decide go to war. In East Asia, since the endof the Cold War, China's rise has become a global phenomenon. Although there are somedisputes about the speed and extent of China's rise, much attention has been paid to thequestion whether China's growing power will be threat or ensure peace and cooperation withits neighbors and a global in large. The study of harmonious world policy in internationalrelations is gaining more persuasiveness. The idea of harmony world has become a strategicconception of constructing a new world order through diplomatic effort. Harmonious worldbeing the development of an independent foreign policy of peace to a higher level, hasbecome the major item in the three ideas of Chinese government; peace, harmony and win-win, and it clearly declares to the outside world China's resolution to peaceful development.The harmonious world conception has represented in current Chinese foreign policy with anemphasis on peace, development and cooperation such as politics, economic and culture.There is a renewed wave of thinking about harmony of international relations. Thepurpose of this dissertation is to analyze the relationship between China and ASEAN sincenormalization and attempt to look at a new China's diplomacy of harmonious world withSoutheast Asia by criticizing contemporary international relations theories which has beenargued about the China's rising power in the region. This dissertation has also examinedChinese peaceful development, five principles of peaceful coexistence, and China's win-winpolicy has played a critical role for China's harmonious policy with ASEAN and look at theresponding of ASEAN member state to the China's harmonious world policy and itsimplication of China-ASEA relations. In recent years, we observed that China has been verysuccessful in improving its relations with ASEAN countries.This dissertation argues that the ideas of China's threat fail to explain more than30years of Chinese economy growth and fail to explain the relationship between China andSoutheast Asia since normalization. Harmonious world conception is a guidance of Chinesediplomacy with an emphasis on peace, development and cooperation. There are some featuresin the process including China's peaceful development, five principles of peaceful co-existence, win-win strategy, economic interdependence, and cooperation as a major part ofboth sides work together in constructing the harmonious relations in the region. FromSoutheast Asia perspective, China is a big and powerful neighbor that will figure prominently in any effort to build the relationship with harmony, peace, cooperation as well as economicprosperity in Southeast Asia. ASEAN consider the rise of China as more opportunity ratherthan a threat. The more China's economy grows the more benefits ASEAN states can share.
