The Research On The Governance Of Emergency Mass Incidents In Resource-based Cities

A group of resource-based cities emerged during the period of planned economy due to the need of the country's overall industrial distribution. The deepening of the market economic system revolution and the science and technology's promotion in industrial departments lead to the necessity of industry transition of resource-based cities. Also, economy transition period is essential for reinforcement and innovation of social management. The Chairman Hu Jintao points,"At present our country is not only in a strategy opportunity period, but also in a social contradiction revelation period. There are still a lot of problems in social management field. On the whole, these problems are the centralized reflections of our country's economic and social development levels" As for resource-based cities, the mass incident caused by conflict of interests during the changing of development environments, is the bottleneck of social development during the transition process. Facing great difficulties and challenges, how to solve the emergency mass incidents properly, is the major problem for resource-based cities in social transition period.The research of emergency mass incidents in resource-based cities should use interdisciplinary theories to analyse, including scientific development concept theory, city transition theory and good governance theory. Through the comprehensive study of these theories, we can analyse the characteristics of emergency mass incidents in resource-based cities.Different Provinces own many resource-based cities, during their economy burgeoning transition period, emergency mass incidents happen frequently. The paper analyses emergency mass incidents during the development of resource-based cities from temporal and spatial dimensions. It has the typical characteristics of resource-based cities: the increasing salary dispute concerning the resource-based industries or enterprises; the long incubation period of emergency mass incidents; the more and more obviousness of violence and organized trend. The spatial industry distributions and regional distributions are also related to resources, for example, the dispute among mountains, forests, lands, minerals and water conservancy; the incidents caused by land requisition and removal; the mass incidents aroused by resource compensation amount; the environment pressure; the exhausting resources; the employee financial difficulties and so on.The reasons for emergency mass incidents in resource-based cities have both common characteristics of normal cities and the distinctive ones for resource-based cities. Because of the high dependence on resource-based industries, they have an obvious different developing path from the non-resource-based cities. Resource-based cities are mostly single resource dependence, such as oil cities, coal cities etc. The policy changes and adjustment of industry distributions often have a direct influence on the cities development strategies. The conflict of interests between resource-based enterprises and the residents around, the big difference of distribution system in resource-based industries are also the key factors lead to the emergency mass incidents.To choose the governance mechanism of the emergency mass incidents in resource-based cities rationally. This paper analyses it from four aspects:expansion of the scale, resolve to the source, emergency treatment, social self-regulation.In order to dispel or prevent the negative effects of emergency mass incidents in resource-based cities, it is necessary to deliberate on the cities'developments and the incidents themselves. For instance, to motivate the scientific transition according to the cities'resources, to establish and perfect the preventive measures, to attach importance to the regulations of emergency mass incidents handling, and to reinforce information management in emergency mass incidents.To analyse the emergency mass incidents in resource-based cities from the two aspects of emergency meeting and aftermath dealing, we emphasize on the premise of time sensitivities of emergency measures, we focus on the combination of people-oriented concept and law-oriented behaviors, and take the principles of equity and efficiency into fully account.
