The transformation of development is the inevitable choice for resource-based city, public service construction is very important for the transformation of resource type city. In this paper, according to Xiaoyi as a typical example, the transformation of the development of public services in the process of construction systematically, and on this basis of experience and theory, explore summed up the practice path of public service to build a resource oriented city in the process of transition. The article is divided into four parts, the main contents are as follows:The first chapter focuses on the relationship between public service construction and transition of resource type city. The resource-based city is accompanied with the development of productivity, resource dependent City brilliant achievements, but also to the city has brought many problems of economic, social and ecological aspects of the. Urgent to realize the transformation of development is the resource type city to break the bottleneck of development, and it is also the objective requirement of sustainable development, is the inevitable choice of city development to upgrade. The transformation of the resource type city cannot do without the construction of public service. Perfect public service system to lay the foundation, create conditions, to provide guarantee for the transformation of resource-based city.The second chapter mainly takes Xiaoyi as an example, the author summarized the transition in the process of the development of public service construction. Xiaoyi as the dominant, the participation of enterprises, social interaction with the government, vigorously promote the construction of public service in the policy of products, public finance, administrative management, infrastructure, social security, ecological environment and so on, and achieved remarkable results. The city government’s public service gradually put in place, city infrastructure supporting continuous improvement, harmonious and orderly social construction, ecological environment has been greatly improved. Its outstanding feature is the formation of a government-led public service building mechanisms, focusing on promoting the overall coordination of public services, public services and service-oriented government building construction combine.The third chapter emphasis on the transformation of the existing problems in Xiaoyi City, and a more in-depth Analysis of its reasons. From the concrete practice of Xiaoyi City, the main problems are:inadequate institutional system of public services, government agencies, non-functional transformation depth, community involvement inadequate public services and many public services, such as follow-up management is weak. Analysis of the reasons, mainly because by the shackles of traditional administrative system of constraints and the impact of the concept of quality of public service departments operating mechanism.The fourth chapter is based on the summary of Xiaoyi induction of specific practice on the development of resource-based urban transformation in the public service building theoretical thinking and path Analysis. This paper proposes, resource-based urban transformation in the public service building should strengthen government services provider, rule-making roles who externalities eliminate defenders and social fairness, speed up the government’s management philosophy and system changes and adjustment functions, around the customer -oriented, public service and citizen-centric, service-oriented government vigorously promote the construction of a government-led continuous improvement, pluralistic society participation, services improve public service construction system.
