Research On The Financial Issues In The Supplies Of Rural Public Goods In China

Coordinating the urban and rural development and building the public service system covering urban and rural areas is the basic strategy to implement the scientific development concept and build a harmonious society,and the effective supply of the rural public goods is an important foundation to realize the new socialist countryside construction.Thus,the related studies of the rural public goods and services have drawn increasing academic attention.Among them,the investment and financing mechanism of the suppy of rural public goods is a current research focus.To achieve effective supply of public goods in rural areas,the first problem that need to be solved is the source of funds while establishing the perfect financing mechanism is the core of this link.This article integrates relevant theoretical knowledge of public management,public economics,public policy,rural finance and uses various methods combining the normative and empirical analysis,qualitative and quantitative analysis,static and dynamic analysis.This paper mainly studies the investment and financing issue of the rural public goods,focusing on analysing the investment and financing models that are suitable to different kinds of rural public goods and the internal mechanism of a specific investment and financing model.Then,the article studies the main suppliers'investment and financing risks and precautions from two aspects of overall and individual.This paper includes eight chapters.The first chapter is the introduction including the problem,literature review,research content,research methods and innovation,the focus is on the review and comment on the status quo of investment and financing study of the current supply of rural public goods,and as the logical starting point of the study.The second chapter is the theoretical framework,an overview of the main theories on the investment and financing research of rural public goods to establish the analysis framework for investment and financing and lay the theoretical basis for this study.The third chapter makes vertical and horizontal comparison from the two vertical and horizontal dimensions,combing the transformation course of the investment and financing of rural public goods supply in China.The fourth chapter analyses the main body of financial supply and demand in the financing of rural public goods,and its influencing factors.Through the study on the lending practices of the main body of financial supply and demand,we will come to the conclusion that the design of micro-credit mechanism will affect the function of financial support.In the fifth chapter,the C-D production function as the basic model,a quantitative research is carried out on the relationship between financial support strength and rural economic development in the supply of rural public goods so as to provide a quantitative basis for the proposal of ideas and countermeasures of the supply of Chinese rural public goods based on the background of integration of the urban and rural areas,which is the focus of this study.The sixth chapter studies the risk performance of the investment and financing of rural public goods as well as the precaution and settlement from overall and individual aspects.The seventh chapter is the policy research on the investment and financing of rural public goods supply,which is the ultimate purpose of this article.Namely,how to reform the existing investment and financing system of rural public goods supply and introduce the commercial financial services to let market mechanism play a greater role in investment and financing of rural public goods supply,improve the efficiency of resource allocation to improve the supply efficiency of rural public goods,ultimately,to provide feasible suggestions for the "three rural"problems.The eighth chapter summarizes the thesis views and proposes further research direction.
