The supply of rural public goods is related to the development of the whole rural society. However, the present situation of rural public goods supply in China is not optimistic. It is inevitable for us to fall into the dilemma of public goods supply if we rely on The government too much not tap the inherent potential of rural society.Especially after the Tax Reform, the finance of the township-government is unsustainable, some of which want to make a so-called good individual performance which resulted in an ineffective supply. In this context,as the bridge of the state and social intermediary organizations, the village committee was pushed on the cusp, while as a very important main supply. In recent years, scholars have carried out a wide range of research on rural public goods, including the development process, the status of the problems, and the countermeasures means, and so on.But they paid more attention to the role that the government plays in rural public goods supply, while not concerning enough about the role that village-level organizations plays as well as.Neglecting the fact the supply of public goods is an all-around and systematic project. Therefore, there are still some blind spots in the grasp of logic.Based on the situation,we carried on the research to the village class organization in the countryside public goods movement mechanism, analyzed the operation mechanism of village-level organization during the people'commune period, from the reform and opening up to the tax reform period, till, the post tax period.Based on which,we summarized and reflected the evolutionary process of the operation mechanism, put forward a series of countermeasures and proposals.
