Scientific view of development need scientific political performance outlook, government administration should be guaranteed by public-sector performance evaluation. As an important content of the reorganization of government and fundamental measure to improve the public sector. It not only created a precedent that the modern public sector drawing on lessons from the private sectors'management methods and experiences, provided a new perspective to reform the practice and theories of public administration study for the Government, but also in the Euramerican new common administration motion, it acted a significant role in enhancing the management efficiency and capacity of Western governments, raising the public services level.Relative to private sector performance evaluation systems have matured, the public sector performance evaluation system construction still stay in the learning and imitation stage. Because of the diversified target of government,and it is difficult to balance its input,to quantify its output, to clarify indicator of performance, to evaluate the effect of government activity, moreover,the characteristics of government output is monopoly, non-profit and indivisibility, which cause its technical difficulty of accurate measurement,make it more difficult to evaluate government performance. Therefore, it is more urgent and necessary to establish a scientific system of performance evaluation to measure the performance of the public sector. Drawing on enterprise performance evaluation system and on this basis to make innovation, will become an important way to improve government performance evaluation system.This paper will make the comparison between government Performance evaluation and assessment of corporate performance as an entry point, and through literature analysis, comparative analysis, empirical investigation, as well as the methods of history combined with logic, analysis the relative issues between the performance evaluation of government and enterprise, on the basis of parsing the content of the related concepts and introducing the development process and the main method of government and corporate performance evaluation, described the their homogeneity in the theoretical basis, management-oriented, assessment methods, qualitative and quantitative aspects. Pointing out the difference in value-orientation, the subject, objects, the content and the degree of difficulty of assessment, and analyze the reason of it. Among them, the most fundamental is different value-orientation. Obviously different from the concept of running, because of public nature, responsibility, service of government, and also have a different cause other aspects of performance evaluation. But at the same time, governments and enterprises also have a certain origin in theory basis of the performance evaluation, there are common aspects on the technical methods and assessment-oriented, therefore, the Government Performance Evaluation has the necessity and feasibility of drawing on corporate performance evaluation. On this basis, the paper describes the relevant content that Government Performance Evaluation draw on the corporate performance assessment, that is, government performance assessments can learn the value-oriented corporate performance assessment (such as the customer first concept, cost-effective concepts), value orientation (such as the concept of customer first and cost-effective),can learn the method from the corporate performance assessment (such as strategy-based performance evaluation tool-the balanced scorecard, performance evaluation tool based on "best practices" benchmarking method, mission-based performance assessment tool-management by objectives, the performance assessment tool of based on the overall quality-total quality management, based on a core of key aspects-key performance indicators method, based on the index weight-level analysis, etc.), can draw on the quantitative criteria and indicator system of enterprise performance evaluation (drawing on the enterprise's assessment criteria which is combination of qualitative and quantitative and quantitative-based, drawing on operable quantitative index system), can learn from the monitoring process of corporate performance assessment (such as the introduction of a reasonable and effective supervision and monitoring mechanisms, integration of the multivariate assessment subject by the360-degree assessment method), and can draw on information management of enterprise performance assessment (such as drawing on IT in the enterprise performance evaluation to improve the efficiency and reliability of assessment, developing a new carrier of e-government to improve the effectiveness of performance evaluation, etc.). Especially, analyze the instance of many enterprises which has successful experience of performance evaluation, absorbing and learning, which have important theoretical significance and practical value for the achievement of scientific Government's performance assessment. Of course, due to the different nature of government and enterprises, the reference must recognize the difference between the two, and grasp the particularity of the Government Performance Evaluation.Reference is not a goal; the ultimate goal is to establish a scientific and impartial government performance evaluation system. Therefore, this article proceeded to combing the status of the government performance evaluation, and described situation and existing problems throughout the government performance evaluation, evaluation indicators, assessment methods, and usage of the assessment results, paving the way for the construction of our country's government performance evaluation system. The last part of this article put forward the idea of the performance evaluation of our government, namely: the guiding ideology of the government performance assessment:by one-sided pursuit of GDP towards a comprehensive, coordinated and sustainable development; the logical premise of the Government Performance Assessment:Omnipotent Government limited government, the value orientation of the government performance assessment:from the government centered to a social standard; targeting of the government performance assessment:internal control to external accountability. And described the contents of the government performance assessment:diversification of the assessment subject, Scientific assessment of the object, three-dimensional evaluation indicators,standardization of the evaluation process, Integration of assessment methods, full of the results usage, systematic assess system; with particular emphasis on the supporting role and specific measures of performance budgeting and performance audit on the implementation of the government performance evaluation.
