As an important content of the reorganization of government and fundamental measures to improve the public sector, Public-sector performance evaluation has become a particularly effective tool for government administration. It not only created a precedent that the modern public sector drawing on lessons from the private sectors' management methods and experiences, provided a new perspective to reform the practice and theories of public administration study for the Government, but also to a considerable extent, enhanced the management efficiency and public services of Western governments, raised the collective services level.Relative to private sector performance evaluation systems have matured quite a situation, the public sector performance evaluation system construction still in the learning and imitation stage. However, compared to profit of the business sector, the difference between the public sector and private sector, lies in the fact that it does not concern the maximization of profit, almost did not create the potential gains as well as not even a baseline performance evaluation is based, as they mostly income from government revenue, and need to be responsible for the more stakeholders. Therefore, the public sector carry out performance evaluation more difficult, and it is more urgent and necessary to establish a scientific system of performance evaluation to measure the performance of the public sector. Private sector performance evaluation system come into the scholar's vision for its advantages such as scientific nature, quantity, etc., and become the construction of public sector performance system, a powerful reference.We need to take full account of China's special administrative system and social situation when we apply private sector performance evaluation techniques in our country. Despite the performance evaluation are subject to a wide range of concerns in theory and practice of community sector, but there are still many problems. So study the problems that China's current public sector Performance management faced carefully, by in-depth study of the link between public sector performance evaluation and private sector performance evaluation, the comprehensive comparison of the differences between the two, will be very necessary for the strengths of an enterprise performance evaluation to apply to the Government Performance management.In this paper, the performance evaluation of the public sector and the private sector as object of study, through literature analysis, comparative analysis, as well as the uniform law of history and logic to analyze the public sector and private sector performance evaluation-related issues and the corresponding enhancement. Based on the analysis of related concepts, make a detailed comparative of Value orientation, evaluation main body, evaluation object, evaluation content and evaluation of the degree of difficulty, and analyzes the two's difference. Among them, the most fundamental is the different between value orientations. The public sector because of its public nature, responsibility, service-oriented, clearly different from the private sector's operation idea, will cause the other aspects of performance evaluation differently. But at the same time, the public sector and private sector have certain origin in the performance assessment based on the theory, also has the relation in the technical methods and evaluation of orientation. Through the comprehensive comparison of public and private sector performance evaluation system of the similarities and differences, and further analysis of our evaluation of our country public sector performance, you can see that our country public sector also has the necessity and the feasibility to do some practices in profits from the private sector assessment achievements in theory and practice. Based on this, this article proposed some suggestions that further improve the government evaluation system:Firstly, public Sector Performance evaluation may draw on the value-oriented performance evaluation from private sector, such as the customer supreme idea, cost-effectiveness idea; secondly, indicator system, such as the quantitative evaluation criteria, integrate a variety of evaluation indicators by Balanced Score Card; thirdly, process monitoring, introduces reasonable and effective monitoring and control, integrate multiple evaluation main body by multiple-source feedback; fourthly, information management, profits from the information public and efficient, develops e-government construction. Bring the system of private sector performance evaluation into our public sector performance evaluation system, especially those enterprises which have already made great success. Discarding the pros and selecting the essential, eliminating the false and keeping the true to unceasingly improve the public sector performance evaluation, are very important and significant to the high efficiency and quality of the public sector's work. I hope that these efforts in this article could have the help for other scholars.
