Research On The Application Of The Enterprise 360-degree Evaluation Method In The Public Sector

Individual,group or organization of public sector performance evaluation as a subject directly or indirectly involved in the process of performance evaluation,is the dominant factor in the entire public sector performance evaluation system,is of special significance for the public sector performance evaluation results of the objectivity,scientific and impartial.However,at present,the research on the subject of performance evaluation of public sector in China is relatively weak,which seriously affects the development of public sector performance evaluation theory and practice.By reviewing the Chinese public sector performance evaluation body status,and the existing problems of domestic external evaluation subject,the analysis,summed up the main public sector performance evaluation in our country are mainly single subject assessment,evaluation and assessment of the lack of one-way path independence,the assessment process closed and other issues,for this a situation of private sector into the 360 degree performance appraisal concept and value orientation of the private sector to "customer oriented" as the core of the application into the performance evaluation of the public sector in.At the same time,we introduce the evaluation interest mechanism in the private sector,namely,binding the interests of the evaluation results and the interests of the evaluation subjects,constrain the value orientation bias of the evaluation subjects,and improve the reliability and validity of the evaluation,and map it into the performance evaluation process of the public sector.As a provider of public services,the public sector should enhance its response to the public as well as the enterprise.But because the public sector monopoly leads to customer disadvantages,the public sector will not take "customer satisfaction" as an evaluation target as the business sector.Therefore,the public is ignored as a suitable evaluation subject,so that the qualitative indicators that are difficult to accurately evaluate are not more accurate.The private sector of 360 degree evaluation method,evaluation of the main diversification technology advocate for comprehensive and multi angle,provide the basis for the construction of the diversified public sector,the importance of public participation in public sector performance,and the evaluation results more objectivity;open channels for public participation,help to improve the transparency of government,promote the benign interaction between the government and the public;360 degree assessment also pushed the government from traditional control type to service type government,responding to changes and the responsibility of the government.Therefore,based on the 360 degree evaluation method of private sector,this paper constructs a public sector diversification evaluation body,and points out a new direction for government functions to effectively play and transform,improve the level of government management and service.
