With National Cultural Innovation In Grass

The sixth plenary session of the17th Committee of the Communist Party of China (CPC) puts forward that the Communist Party of China, since its establishment, not only shoulders the important task to loyally carry forward and promote the prime of traditional Chinese culture, but also has the responsibility to advocate and develop advanced Chinese culture. Culture is a both simple and complex, concrete and abstract, clear and vague, familiar and strange, and both weak and strong concept. Culture is a kind of culture of human, which distinguishes human from animal. In animal kingdom, those who have culture become human. Culture helps to make a distinction between noble and wicked, great and insignificant, advanced and backward things for humankind. No matter for economic organization, social group or party organization, force can be used to regulate in the short term, institution helps to enforce in the middle term, and culture can become cohesion in the long term to unite them. Culture can be divided into three levels:things and behavior that human can feel directly in daily life is superficial culture, including wine culture, clothing culture and language culture; middle culture refers to the regular rules human acquires from learning, practicing. Take institution culture for example, it is accumulation and reflection of superficial culture; deep culture is the core of culture, ripe and stable. Marxism belief is the deep culture of party members.National culture is accumulated in the development of a nation. It consists of national character, spirit, psychological quality, language and national customs. National culture carries forward a nation's common thinking mode, customs and spirit. In a nation'development, national culture is the value orientation, common ideals and spiritual pillar for the whole nation. In China, national culture, a spiritual power which unites all ethnic nations, is a cultural resource for the party in power.In recent years, Lijiang City has made great achievements in the grass-root Party construction through innovatively combining ethnic cultures from reality. By the end of r2008, Mr. Li Yuanchao, member of the Political Bureau of the CPC Central Committee and the Head of the Party's Organization Department, had made a highly evaluation on Lijiang's construction of primary Party organization, In September2009, Secretary of Yunnan Provincial Committee, Mr. Qin Guangrong had pointed out that "one can never seek for an overall development without taking the ethnic reality into consideration". Therefore, it is urgent significant to make innovative researches on how to promote the integration of ethnic cultures and the construction of primary Party organization. At present, there is culture loss in some local party construction. It mainly manifests in the three aspects:namely less innovative mechanism but more rigid dogma; less practical theories but more vague sermons; and less belief construction but more formalism. In ethnic area, culture loss will cause the appearance of single, out-of-date and ineffective party organization. Lijiang lies in the core of the Great Shangeri La Region in which Yunnan, Sichuan, and Tibet Provinces border each other. There are many ethnic minorities inhabited in Lijiang, where different regions exist and many cultures living together. Geographically, Lijiang adjoins Tibetan. There are11ethnic minorities with different religious backgrounds in Lijiang where minority groups living together harmoniously and tourism is flourishing. The flourishing development can be attributed to the facts that in the new approach of Party construction, ethnic cultures have been purposefully added, such as appointing officials with ethnic backgrounds to publicize the party's principles and policies; explaining the policies in ethnic dialects; interpreting the policies by ethnic cultures; implementing the policies through the unity of ethnic nations; and testing the policies through the development of ethnic regions. These elements have recharged the Lijiang Party construction with great dynamics, brought the core leadership of the Party into full play, fully demonstrated the modeling role of the Party members, and further consolidated the construction of primary party organizations.From the successful practice of Lijiang's combination of ethnic cultures and innovative grass-roots Party construction, it's not hard to see that this new approach is the new practice of the advanced culture represented by CCP, the inevitable choice of the localization of Marxism, the energy source of the construction of primary party organization in the ethnic regions, and the concrete expression of the Party's mass-line approach in its construction in the ethnic regions. It has achieved the mutual promotion between the Party construction and the cultural development in the ethnic regions, increased the political nature of ethnic culture, ensured the advanced nature of the ethnic culture, reflected the Mass-line approach of the Party construction, contained the cultural essence of the Party construction, and maintained the stability of the ethnic regions. The essence of incorporating ethnic cultures into the grass-roots Party construction is to innovatively and creatively explore and solve the theoretical and practical problems in the process of the party construction in the ethnic regions. We should employ the construction principles of Marxism ruling party, follow the development rule of advanced culture, and transform the ethnic cultural resources into the organizational resources of Party construction. This makes us know that we have to use culture to solve the problem caused by the loss of innovation and creativity in the Party construction. Without culture, the Party construction would be like a river with no source and a tree with no root. Without energy, it is inevitable that rigid dogma will appear, people of different ethnicity will lack sense of nationhood and cohesion, and the requirements of increasing the scientific level of the Party construction will go far away.The urgent need of practice is a strong motivation to promote theoretical studies. To carry out the Party construction in ethnic regions, we need to consider things not only from the perspective of economic and social development, but also from the perspectives of maintaining social stability and consolidating the ruling basis of the party. Economic and political factors are of equal importance; preservation of the ethnic cultural heritage and anti-secession and anti-infiltration are of equal importance, and to construct the party organization well from the perspective of ideology, discipline and working style, and do the belief construction of the party well from the deep cultural structure of ethnic religions are of equal importance in the Party construction. They are what we are unable to avoid in the process of the localism of Marxism in ethnic regions in China. To integrate the ethnic cultures with the Party construction perfectly and organically, we have to eliminate three "trends", namely,"skepticism" caused by incompletely understanding,"emptiness theory" caused by failed attempt, and the "floating theory" caused by incomplete implementation and possess four attitudes:grateful attitude, open attitude, harmonious attitude and healthy attitude. Only in this way, we can realize the goal that to make culture innovation promote the innovation of Party construction, make the innovation of party construction arouse the vigor of party construction, make the vigor of party construction promote cultural development, make culture push forward the development of nation, make the development of nation guarantee national unity, and make national unity maintain the unity of our country.
