The Construction And Adjustment Of The National Innovation System

This thesis focuses on the construction and adjustment of the Finland national innovation system,which includes the review of the theory of national innovation system,background and characteristics of the construction of Finland innovation model,Nokia's decline and impact,as well as on this basis,Finland's innovation strategy adjustment and achieved results.According to the above contents,the following five aspects are studied.(1)This paper combed the research results of Freeman,Nelson et al.,and analyzed the innovation model of Finland on the basis of Metcalf's theory.The main focus of the research is “knowledge dissemination efficiency”,“government innovation policy” and“innovation system organizations that can play a role alone or jointly”.(2)The construction of Finland innovation system is divided into the following four stages: “the shaping of innovation consciousness”,“the accumulation of innovation resource”,“the construction of innovation system” and “the operation of innovation system”.In this paper,the economic rise of Finland in the 90 s of last century was derived from the effective promotion of high frequency technical exchanges and cooperative R&D between innovative organizations.(3)The study found that in the era of knowledge economy and globalization,Finland has changed from an innovative catch-up to a leader,but has not made timely adjustment to the national innovation system,resulting in Finland's economic growth stagnating again.The decline of Nokia is regarded as the key event in the transformation of Finland,and the causes and effects of its formation are analyzed.(4)The strategic adjustment of Finland are summarized as the following five points:“Nokia transfer plan”,“education reform”,“downsizing strategy”,“regional innovation plan” and “the KIBS industry growth plan”.Besides,this paper discussed the“establishment of a knowledge ecological economy system”.(5)Finally,this paper analyzed the results and the risks of the Finland innovation reform.The new national innovation system has transformed Finland from the “single core ” mode with the core of ICT industry to the “multi core” driven innovation demand mode of clean technology,mobile gaming,information security et al.However the reform will still face difficulties of high welfare burden and euro zone containment.
