"All innovators" is a new direction of innovation management for enterprise adapted to economic globalization. Enterprises have taken this method into practice in order to acquire competitive advantage and deal complex environment. Many evidences indicate that lots of enterprises have not achieved ideal performance. So a deep research about this issue is begins, and some components are found which hinder "all innovators". Then, the main reason is found that employee innovation failed is short of innovation culture.In chapter 2, the domestic and international theoretic sources of "All innovator" and innovation culture are discussed. This chapter reviews the development of these theories in detail. And the comment on these theory weak points of achievement is made; especially innovation culture theory and innovation theory have been cut apart for a long time. The relationship between innovation culture and employee innovation have been research recently from innovation culture perspective. Then the research on cultural innovation faced improving "All innovators" is put forward. And the theory meaning in this paper is pointed out too.In chapter 3, on the basis of reviewing fore theories of innovation culture and competences improved innovation, and combining the successful experience of enterprises, twenty-two components of innovation culture are brought forward. Sis tenable development, attitude to risk, speed of response, autonomy power belongs to internal components, while motivation institutes, behavior model belongs to external components.In chapter 4, how innovation culture acting directly on improving employee innovation is further discussed. What approach is used in this process? What transfer variable is used in this process?In chapter 5, after designing the questionnaire according to index system in chapter 3, we go on statistical analysis to the investigation result. Statistical analysis to "All innovators" and innovation culture is carried out by using the statistical analysis tool, SPSS 11.0. Through the Factor Analysis, we have drawn six important factors of innovation culture and four important factors of "All innovators" effect, and revise the dimension conceive in the chapter 3; Through carrying on correlation analysis of Pearson to technological "All innovators" and innovative culture relevant, we point out detailed relevant relation of all factors of the two; Through regression analysis, we deepen to analyze every factor of innovative culture to quantitative influence on "All innovators".In chapter 6, finally, through the case studies on Haiers Group and Bao steel Group, we validate the theoretic model of culture innovation to improve "All innovators", and prove the research result of statistical analysis of chapter 5.
