Corruption has been in human society for dozens of centuries, and it emerged along with remaining property and private ownership, class and country, resource surplus and scarcity, and public power allocating resources.Nowadays, anti-corruption has been an important work that countries and people all over the world dedicate to promote. The main methods used in anti-corruption around the world are as follows:(1) establishing special anti-corruption organizations;(2) legislation of clean government and anti-corruption;(3) system of financial audit and supervision;(4)'transparent'system and'sunshine'bill;(5) restricting 'money polities';(6) strict selection, appointment and supervision of officials;(7) news media supervision;(8) huge campaign against corruption;(9) international anti-corruption cooperation, etc. Among all the non-governmental anti-corruption organizations around the world, there is an influential, organized and normalized organization, which is called'Transparency International'. It evaluates the corruption status of countries and regions all over the world by an index which consists of CPI (Corruption Perceptions Index) and BPI (Bribe Payers Index), and its research results are often cited repeatedly by other international authority organizations.However, few people concentrate on theoretical research on anti-corruption, not to mention seeking a universal theory, even if anti-corruption has been the common choice of human society since ancient times. Therefore, systematic or representative anti-corruption theories are very rare. All studies about anti-corruption so far, so to speak, are mainly attached to existing political theories, economic theories and social theories, and an independent theory system of anti-corruption has not been established.There are three kinds of existing anti-corruption theories at home and abroad. The first one is high salary against corruption, which is a theory that advocates ensuring public officers'clean behaviors by high salary. The second one is incorruptible politics, also known as'cheap government', which claims that public officers'behaviors should be standardized by low salary and a good code of ethics. The third one is power restriction, which advocates that power restriction is a good method to prevent corruption and make public officers be honest and dedicated. The three theories mentioned above are actually three kinds of main anti-corruption modes in the world, and are suitable for different social systems and national conditions, but these three theories are all far from the universal theory of anti-corruption. Along with economic globalization and anti-corruption internationalization, it is very urgent to establish a universal fundamental theory against corruption.Guided by the fundamental principles of Marxism, through the discussion on'allocating resources rationally', it was revealed that corruption is a phenomenon that public power allocating resources is used to obtain unjust benefits, which results in damage of social legitimate interests. Then, it was analyzed that the soil breeding corruption of using public power allocating resources to obtain unjust benefits to cause damage to social legitimate interests, i.e., greed is the subjective condition of breeding corruption and benefit game as well as social defect is the objective condition. Based on this, the'corruption prevention principle'was proposed that corruption prevention is making legitimate interests maximized and improper interests minimized in the process of resource allocation by public power through inhibiting greed, balancing interests, restricting public power and perfecting legal system. Around this principle, some basic problems of corruption prevention-resource allocation by public power, greed, benefit game and social defect were discussed in detail. Especially, the essence of resource enhancement was deeply discussed and it was revealed that public power itself is a kind of 'Proliferation element resource', which gave a further support of basic theory for constructing anti-corruption theory. Meanwhile,4main points of preventing corruption from its source, namely inhibiting greed, balancing interests, restricting public power and perfecting legal system were discussed amply, which gave the effective way to prevent corruption. Finally, corruption prevention strategy in China was systemically described by corruption prevention theory, and opinions about some concrete problems were proposed.
