Since the second half-part of20th century, the development issue has been a hot topic of the concern shared by all the countries in the world. Since1980s, Chinese academic circles have turn their focus into China's self-development. After the Third Plenary Session of the Eleventh Central Committee, China has got remarkable achievement that have attracted worldwide attention. With the rapid development of Chinese economy, many problems have mushroomed in this process. In order to settle all these down, the academic circles have undergone unending exploration and research. The View of Scientific Development is the scientific remedy proposed to tackle all the problems emerging in the process of development and to impel our economy developing in a rapid and stable way.The long-acting mechanism for grassroots cadres to learn and practice the View of Scientific Development embraces both theoretical and practical significance. For the follow-up and implementation of the View of Scientific Development, the grassroots cadres are duty-bound. Their own characteristics and historic missions had decided their historic responsibility to learn and practice the View of Scientific Development. The key to the possibility of the sustainability of scientific development lies on the cadres, especially the grassroots cadres. That means it is dispensable to establish and complete the long-acting mechanism for grassroots cadres to learn and practice the View of Scientific Development. In academic circles, the lack of study in this field, not only leaves a big room for this essay, but also leaves a relative grand difficulty.This study is based on the requirements of the times——grassroots cadres to learn and practice the View of Scientific Development, and extends itself with the point of scientific basis and the basic elements of the long-term mechanism of learning and practice the View of Scientific Development. It puts emphasis on the theoretical and practical evidence and the basic principles of the long-acting mechanism and works out some difficult issues in this field, so as to give out some contribution within our might to ensure our economic society's sustainable development.To reflect from this view point of Ideological and Political Pedagogy, the long-acting mechanism for grassroots cadres to learn and practice the View of Scientific Development is the scientific operation mode to learn and practice the View of Scientific Development. Its nature is the operational guarantee of learning and practice the View of Scientific Development and its core idea is to normalize the learning and practice the View of Scientific Development. And its fundamental requirement is to employ the optimizing ideas so as to propel development. It is also featured by grass-roots level, practicalness, regionality, persistency.Based on the study in theory and practical evidence, the construction of the long-acting mechanism for grassroots cadres to learn and practice the View of Scientific Development must be directed by Marxism and the principle of the Ideological and Political Pedagogy, targeting to the socialistic, humanistic, felicitous and harmonious basic value orientation and complying with the principle of humanism, development, innovation and practicalness.Centering on the value orientation of the long-acting mechanism, with the basic principle and methodological theory of the Ideological and Political Pedagogy, the long-acting mechanism for grassroots cadres to learn and practice the View of Scientific Development can be divided into three basic mechanisms:the long-term dynamic mechanism which contains ideals to strengthen the foundation with inner incentives and outer driving forces, a practical mechanism of transformation which includes both theory first and unity of knowledge and practice, and the security mechanism for the run of the long-acting mechanism which ensures the systematic management and standardized operation. The former one has a process from ideals as the foundation, to the inner incentive, and to the outer driving, which forms the dynamic mechanism from the inside out. The latter one, with the process from concept identification mechanisms, to cognitive transformation mechanisms, and to practice sublimation mechanisms, has made the practice sublimation mechanisms, which lies in the principles of the unity of knowledge and practice. The last one holds the process from implementing system to complete and convoy the process of scientific development, to supervision system to promote and complete the long-acting security system to accomplish the systematic management and the standardized operation. The above three basic mechanisms make up the relationship of dialectical unity, support each other and coordinate and interact. They have formed complete system the long-acting mechanism for grassroots cadres to learn and practice the View of Scientific Development. Among them, the dynamic mechanism promotes the practice sublimation, and the practical mechanism brings new dynamics. The security mechanism permeates every part of these two mechanisms. And these three ones play a conjunct role, that is to maintain the persistence of the grassroots cadres' study in the View of Scientific Development.
